prior to their implementation.
ATFCM scenarios
ATFCM scenarios are the means by which the best
possible airspace organisation combined with the
best ATFCM measures can be implemented. They
are designed to meet airspace demand and take
into account specific traffic flow, airport and ATC
capabilities. The scenario elaboration and implementation
process is developed in accordance
with a collaborative decision-making (CDM) working
method involving all those active in ATM, including
airspace users. In 2006, the Agency
strengthened this process in the planning phase
by meeting stakeholders twice a year in order to
agree on ATFCM measures and re-routeing scenarios
to be used to solve anticipated bottlenecks.
EUROCONTROL also improved the pre-tactical
phase through a defined structure of e-conferences
and a series of preparatory assessments.
The CFMU Network Management Cell (NMC) prepared
and coordinated the plan focusing on the
optimisation of capacity across the European network
Area Control Centres (ACCs). On the technical
side, the Agency implemented simulation tools
to validate the proposed scenarios by testing their
possible impact on the network. The Agency also
reported on the performance of three important
traffic flows in which this procedure had been applied.
These were the South West Axis, the Ski
Flow and the North East Axis.

Planning for the future
SESAR
The anticipated air traffic growth of 4% per year will
put an intolerable strain on the existing ATM/CNS
infrastructure, particularly after the completion of
the DMEAN Programme due in 2010. The Single
European Sky ATM Research (SESAR) Programme
is a response to this, and more specifically an acceptance
that a fundamental and comprehensive
rethink is required across the European ATM network.
Research and development are key processes in
the development of technologies that facilitate the
improvement of the European ATM network performance,
both in the medium term through the application
of existing technology and, in the long
term, through solution-based new concepts and
paradigm shifts.
Through its Experimental Centre, EUROCONTROL
provides state-of-the-art ATM research and validation
capabilities which will support the future evolution
of ATM. Consequently, the EUROCONTROL
Agency is well positioned to assist and provide
support to the SESAR stakeholders in the identification
of the means, methods and technologies
best suited for the future European ATM system.
This new system will bring about not only the required
growth in capacity but also improvements
in safety, efficiency, security and environmental
friendliness.
The initiation of the SESAR Definition Phase in
March 2006 was perhaps the most significant event
of the year as far as ATM long-term developments
were concerned. Two milestones were also met
during the year, when the SESAR consortium presented
EUROCONTROL with the first deliverable
(D1) ‘Air Transport Framework’ in July 2006 and the
second deliverable (D2) ATM Performance Targets
in December. Throughout 2006, the Agency
actively contributed to developments in the SESAR
Definition Phase, which will result in the future ATM
Master Plan by early 2008.
Within the cooperative network design area, the
SESAR Development Phase represents the
Agency’s most challenging priority. As a founder
member of the SES ATM Research Joint Undertaking
(S-JU), EUROCONTROL will continue to use its
unique civil/military, multinational structure to ensure
that all 37 of its Member States will be involved
in SESAR, not just those who are members of the
European Union.
The Overall ATM/CNS Target Architecture (OATA)
Project’s deliverables were delivered to the SESAR
Definition Phase Project for use within the relevant
Work Packages, which also benefited from the contribution
of direct effort from the concept and architecture
experts of the Agency. The OATA
