ATM safety in SES/SESAR
The development of the Single European Sky
(SES) is being championed by EUROCONTROL
through mandates given to the Agency by the European
Commission. Safety in the SES is set to increase
by a factor of 10 and the Agency
continued to work to achieve this during 2006 via
its participation in the SES ATM Research
(SESAR) consortium.
Through the management of the SESAR Work
Package on Safety Regulation, EUROCONTROL is
promoting a continuous verification of the safety
performance of SESAR operational concept elements.
In order to do this consistently, EUROCONTROL
has developed a safety screening
methodology that is supported by a safety screening
tool, which is expected to be used on a continuous
basis in the further development and
implementation of the SESAR concept of operations.
This safety screening methodology functions
as an effective and overarching safety management
approach delivering input to the successive
safety processes that are required for the implementation
of, or changes to, components of the future
ATM system.

via the Single European
Sky initiative.
In 2006, European air traffic increased by 4.1% over
the previous year, to an all-time record level of 9.6
million flights, confirming the tangible air traffic recovery
that started in 2004.
The average number of flights per day reached their
highest level since the EUROCONTROL Central
Flow Management Unit (CFMU) began operations
and represented a cumulative increase of 14.3%
since 2001. Peak traffic demand in excess of 31,000
flights per day was recorded several times during
the summer of 2006, with 15 September 2006 being
the busiest day ever, with a recorded 31,914 flights.
Capacity at European level is quantified using the
Performance Review Commission’s "effective capacity"
indicator, which corresponds to the volume of
traffic capable of being accommodated with an average
delay of 1 minute per flight1.
The graph below illustrates the estimated increase in
capacity gained over the whole of 2006.

1- This indicator,
as described in
PRR 5, Annex 6,
takes into account
trends in both
traffic and
en-route delay.
In 2006, capacity increased on average by approximately
2.7% (3.5% for the summer 2006 season) for
the whole of the European ATM network, reaching
its highest level ever during much of 2006.
Furthermore, between 1999 and 2006, air traffic increased
by 19%, while capacity increased by 47%,
leading to a reduction in the total en-route air traffic
flow management (ATFM) delay of 72%.
Over the whole year, the average ATFM delay per
flight was 1.9 minutes, of which 1.1 minutes was
en-route delay. This 1.1-minute en-route delay is to
be compared with 1 minute in 2005, for an annual
daily traffic increase of 4.1%
For the 2006 summer season, the average ATFM
delay per flight was 2.2 minutes, of which 1.4 minutes
was attributable to en-route delay (against 1.3
minutes in 2005, for a summer traffic increase of
4.3%).
Overall, 2006 confirmed the levelling-off of the reduction
