Additional sectors in the Hanover and Delta/Coastal
Sector Groups became operational, resulting in improved
airspace management and higher sector configuration
flexibility. Other technical upgrades were
instrumental in meeting demand and punctuality targets.
These included a new short-term conflict alert,
a new fallback environment, the completion of new
surveillance data processing architecture and an enhanced
ATC radio communication service.
EUROCONTROL’s provision of regional ATC services,
via its Upper Area Control Centre at Maastricht,
passed a significant milestone when the Centre was
certified by the Netherlands’ Transport and Water
Management Inspectorate as compliant with Single
European Sky legislation for the provision of air navigation
services in the European Community in November
2006. This confirms that there is adequate
separation between the provision of ATC services and
the regulatory functions which oversee this service. It
also consolidates the Agency’s position as a key
player within the Single European Sky (SES) initiative.
The roadmap for the creation of a flexible, harmonised
and seamless network in the core area of
Europe, as provided for by the SES, began to take
shape in July 2006 with the commencement of the
study to create a Functional Airspace Block (FAB).
The "Europe Central" FAB will cover the upper and
lower airspace of six States (Belgium, France, Germany,
Luxembourg, the Netherlands and Switzerland)
and will be a cornerstone of the Single
European Sky.
Central European Air Traffic Services (CEATS)
2006 was an important year for the Central European
Air Traffic Services (CEATS) Project. In close consultation
with the participating States and their air navigation
service providers, and in response to the
Single European Sky (SES) regulations, the immediate
scope of the project was re-oriented as a Functional
Airspace Block (FAB) Feasibility Study with a
target date for conclusion of December 2007. It was
furthermore agreed that in order to facilitate this tight
and ambitious target and to minimise costs, maximum
use should be made of studies and material already
developed in connection with CEATS. In addition,
there will need to be close consultation and coordination
with other (adjacent) FAB initiatives.

Flow management key to capacity growth
Since it started tactical operations in 1995, the EUROCONTROL
Central Flow Management Unit
(CFMU) has contributed to making the best possible
use of available airspace capacity in Europe
by providing air traffic flow and capacity management
(ATFCM), flight planning, airspace data operations
as well as data provision and reporting.
The Unit’s dedicated efforts have resulted in additional
capacity and the containment of air traffic
flow management delays to below 2 minutes (on
average), in spite of a 33% growth in traffic over
the last 11 years (see graph on opposite page).
One of the cornerstones of DMEAN is the enhancement
of the flow and capacity management
process as described in the Air Traffic Flow and
Capacity Management (ATFCM) Strategy. Pivotal
to the success of this strategy, and therefore to the
DMEAN Programme, is the role of the CFMU. Consequently,
in 2006 the CFMU was given the responsibility
of identifying the requirements for 14
key DMEAN deliverables out of a total of 28 and of
incorporating them in its plans for developing
CFMU systems and operations.
In 2006, the CFMU, in coordination with the
Agency’s Directorates for Air Traffic Management
Programmes and Civil-Military Cooperation, pro-

posed a trial to review the coordination procedures
between the Belgian, French, German, Swiss and
UK Airspace Management Cells (AMCs) with
Maastricht UAC and the CFMU. It is expected that
the trial will identify specific operational improvements
once it has been completed in 2007. A further
aim is to support simulation research activity
