ATM environmental issues as well as promoting
the sharing of best practices on airport usage and
flight efficiency.
On a daily basis, the Central Flow Management Unit
(CFMU) offers airspace users more direct routeings
wherever possible. By keeping aircraft on the ground
with their engines switched off until a slot becomes
available (rather than have them circle in the air), the
CFMU reduced CO2 emissions by one million tonnes
in 2006.
A key concept within the development of the Single
European Sky, that of Functional Airspace Blocks, will
put in place the necessary route availability and ATM
procedures and regulations to make provision of the
most direct and efficient routes a reality.
Enhancing sustainability
through research
Environmental issues are of increasing concern
worldwide. EUROCONTROL and its stakeholders are
determined to accelerate air traffic management’s
contribution to the sustainable development of air
transport. Studies carried out by the Agency have
demonstrated that operational measures can deliver
tangible environmental benefits.
Major achievements in 2006 include the conclusion of
a study providing insight into the importance of air
transport growth as seen within the political arena,
highlighting the increasing importance of sustainability
policies in EU State parliaments. A second study
delivered results on the attitudes of ATM professionals
and airline pilots regarding change in ATM, in this
instance through a case study directed at the introduction
of continuous-descent approach.
A report summarising academic knowledge on the
effects of air transport around airports was produced
to help the air transport community better understand
these issues, which represent one of the main challenges
to future air transport growth.
In addition, a colloquium on “Air Transport and Sustainability”
was co-organised with France’s renowned
Paris-based Sciences Po University. The event provided
high-level contributions from the research community,
policy makers and the main actors in air
transport development.
A toolset for modelling the
impact of aviation on the environment
On the strength of its participation in international
(ICAO) and European (ECAC) technical working
groups, EUROCONTROL has over the years been
developing a Toolset for Environmental Sustainability
Assessment – TESA – which complies with international
guidance material. It provides a framework for
in-depth analyses of changes to the ATM system
such as new runways, new ATC procedures, new airroute
structures, new aircraft types, increased demand,
etc., and for arriving at solutions which
minimise their environmental impact. The models in
the toolset assess noise, local air quality and global
emissions, and are currently going through a rigorous
approval process within ICAO. They have already
demonstrated their capabilities on numerous projects
within the Agency (for example, RVSM and8.33kHz
implementation). It is now expected that they will form
the foundation of the assessment suite which will be
used to validate the SESAR concept, and be an efficient
support tool for decision-makers at European
and international level.
The Agency will in 2007 begin a rigorous process of
“industrialisation” of these tools, which will ensure
their long-term availability and support for users in all
EUROCONTROL’s Member States.

Sustainable training
In April 2006, an environment awareness webbased
training package was made available to air
traffic management personnel. It provides information
and education on the environmental issues facing
aviation and air traffic management. This is one
element of strengthening environmental awareness
throughout European ATM and will be complemented
by courses taught at EUROCONTROL’s Institute
of Air Navigation Services from early 2008.
Vision 2020 – ACARE’s
Clean Sky
The Agency also advised the EC, via ACARE, in
early 2006, on the applicability of the Clean Sky Joint
Technology Initiative (JTI), which was proposed by
industry as part of the EC’s Seventh Framework Programme
(FP7). The Clean Sky JTI will be an important
effort complementing the SESAR Programme,
as it will help to speed up the introduction of new
technologies to support the implementation of the
new ATM infrastructure, due to be proposed in the
SESAR Master Plan expected in early 2008. As its
name suggests, environment is very much a driving
