One of these plans includes making Jamaica a multi-modal logistics
hub. Travelers would not be making a mundane overnight stop until
their next fl ight, but will be given the opportunity to sample the pulsating
rhythms, sites and sounds of this tropical paradise. Visitors will also
have the opportunity to sample delectable Jamaican jerk cuisine along
with fi ne exotic Jamaican rums and liqueurs.
The Jamaican Government will also be expanding a number of
airports and aerodromes. Boscobel Aerodrome which is less than
5 minutes away from the world famous James Bond Beach is being
upgraded to a major general aviation guest port. Boscobel is expected
to be the island’s third airport of entry and will serve international general
aviation arrivals.
Further upgrades are also continuing at the island’s two international
airports in Kingston and Montego Bay. Additionally, the Government is
currently exploring the building of a major international cargo hub airport
in the centre of the island.
This airport, which is to be located in Vernamfi eld, Clarendon will
accommodate the New Large Aircraft, NLA. Vernamfi eld, which is the
former US World War II Base is also ideally located in proximity to 2
major transshipment ports and a railway system currently used by the
JAMALCO Alumina Company.
With the stage being set to reap the benefi ts of this expanding sector, the
Government is pursuing the adoption of an open skies policy and seeking
to sign such agreements with as many States as possible. Currently,
Jamaica has one open skies agreement with the United States.
However, the island is looking to extend such agreements to other
countries in the Americas, Africa, Europe the Middle East and Asia. These
agreements are expected to further drive air commerce in the island and
benefi t the airlines of those countries as well as the local economy.
Jamaica’s aviation sector is regulated by the Jamaica Civil Aviation
Authority (JCAA), which is currently implementing policies and
programmes to support the Government’s vision.
The Authority will spearhead activities to host the ICAN 2010 Conference
at the fabulous Ritz Carlton Spa and Golf Resort in Montego Bay from
June 28 to July 2. The JCAA will support ICAO at this conference to have
an effi cient forum to foster these negotiations. You are invited to attend
this conference to negotiate air services agreements for your respective
States, and at the same time, to enjoy our unique Jamaican experience.

The First ATC Support Tools Implementation
(FASTI) programme aims to provide assistance
to European Air Navigation Service
Providers by implementing a harmonised set
of controller assistance tools. FASTI provides
guidance to the end user across a number of
disciplines ranging from system specifi cation
to operation. The programme encompasses
the implementation of:
u Confl ict Detection Tools – planning and
tactical use
u Monitoring Aids
u System Supported Coordination
The aforementioned Mode-S and Link
2000+ programmes deliver improvements in
the availability and exchange of air-ground
communications and surveillance. FASTI will
complement these programmes by bringing
controllers operational improvements
to achieve their tasks of confl ict detection,
planning, coordination and monitoring
through automated support.
The last line of defence
Safety nets monitor the operating environment
in order to provide suffi cient warning
of an increased risk to fl ight safety, providing
an automated ‘last line of defence’ in the
event of a breakdown in normal operating
procedures. Airborne systems, such as
Airborne Collision Avoidance Systems and
Enhanced Ground Proximity Warning Systems,
are highly eff ective when deployed in
combination with suitable aircrew training.
Complementary ground-based safety nets
were introduced as soon as enabling technologies
became available. They have proven
their worth over many years by providing
the controller with an ‘extra pair of eyes’, and
thereby assisting with the timely provision
of appropriate instructions to pilots in the
event that they need to take action to avoid
an incident. In short, they consist of:

communications services for the aeronautical industry, with the
launch of its fi rst aeronautical service in the early 1990s. Today,
