outcome. “In the new European scene, with
empowered service providers, privatised
airline operators, and commercially driven
airports, we need to fi nd a way of working
with those stakeholders that goes with their
grain, yet at the same time is driven by a
network perspective. So, contributions at national
level stack up to a network approach.”
The second pillar, network management,
is responsible for network activities.
It includes the Central Flow Management
Unit, pan-European network management
functions such as network operations, and
coordination of airport slots with airspace
capacity using sequencing tools. “It is our
belief we are well placed to take on the role
of network manager for the European ATM
network,” says McMillan.
Research and development work makes
up the third pillar and is about managing the
€700 million contribution that EUROCONTROL
has committed to SES development. In
addition to EUROCONTROL’s research arm at
Brétigny, the Agency coordinates a number
of technical programmes that involve service
providers, airspace users and airports in the
Member States.
At the same time, the Agency is looking for
a more effi cient structure, and has announced
cost cuts that will reduce expenditure by
€38 million in 2010 and bring operating
costs back to 2008 levels going forward.
“EUROCONTROL has essentially given up the
aspiration to be the European regulator for
ATM. That mantle has passed to the EC,” says
McMillan. It is instead supporting the new
European Aviation Safety Agency (EASA) as
it takes over responsibility for SES safety and
regulation in the coming years. In practical
terms, experts from the safety regulatory unit
within EUROCONTROL are working with EASA
to create the safety rules, many of which already
exist within European Safety Regulatory
Requirements, and to ensure that the progress
made in safety regulation is maintained.
In contrast, one area of responsibility
destined to grow in the future is that of

is in a position to collect the data and assess
performance through its network activities,
and anticipates carrying out this work as part
of the SES pillar. The performance review unit
will continue to work on behalf of EUROCONTROL
Member States, but the data will also be
supplied to the EC and used to support action
that the Commission decides to take.
EUROCONTROL is the biggest single
contributor to the SES ATM Research (SESAR)
programme in terms of expertise and
resources, equalling the EC contribution in
fi nancial terms. Whereas the EC is providing
€700 million in tax money, EUROCONTROL
provides support in kind through its research
programmes. It is, therefore, essential
the Agency structure is aligned with the SES
programme. All elements of the Agency are
represented within the three pillars, and all
activity is directed towards this goal.
In 2010, EUROCONTROL will consolidate
its own structure to eventually match the
objectives and priorities of the pan-European
Single Sky. This is a year of transition for the
Agency, as the key areas of responsibility
become more familiar and the work programmes
are aligned with these objectives.
By the end of the year, the Commission
expects to complete its proposal for the deployment
phase of SESAR. The test for EUROCONTROL
will be to see if it can pick up the
mantle of facilitator for this next phase, when
the SES should start to become reality.
