LMUK has become well versed in two cornerstones
of the European ATM landscape: the Single European
Sky (SES) initiative and the SESAR (SES ATM Research)
programme. LMUK involvement ranges from consultancy,
software development and testing, civil-military ATM
coordination, airspace management, airport operations,
safety, regulations and performance analysis.
Notably, LMUK is supporting the European decision to
implement performance-based ATM through its partnership
with EUROCONTROL’s Directorate of Civil-Military
ATM Coordination to realise the PRISMIL (Pan-European
Repository of Information Supporting Civil-Military Performance
Measurements) programme.
LMUK’s partnering approach has enabled it to provide
a coherent, comprehensive and credible link between
concurrent development activities on both sides of the
Atlantic and actively support CANSO’s aim of achieving
seamless, harmonised global ATM systems in the future.

in key areas such as safety, capacity,
effi ciency and environment. Although the
military is not specifi cally covered by the
SES legislation, they have agreed to develop
their performance scheme to measure
not only military eff ectiveness, but also the
eff ectiveness of civil-military coordination,
especially in the area of ASM.
To assist in this, EUROCONTROL has
developed the Pan-European Repository
of Information Supporting Civil-Military
Performance Measurements, which is an
application that enables military users
to create national Key Performance
Indicators (KPI) around airspace utilisation
and also facilitates the creation of
pan-European civil/military KPIs. Data on
airspace requests, airspace allocations and
actual use of airspace will be archived for
further analysis, thus enabling continuous
improvement of the system.
After years of slow but dogged progress,
Byrom now feels that: “Increasingly, we now
have the tools to make the system work
more effi ciently and eff ectively. What’s
more, nations are now putting those tools
to work.”

data exchange would allow a real-time display
of airspace availability that should lead
to better utilisation with the accompanying
improvements in safety, capacity, environmental
preservation and costs.
EUROCONTROL, with the support of the
European Commission has developed a
Local and Regional ASM application that
meets these requirements. It is in the
process of being introduced in Belgium
and the Netherlands, with an expected extension
into the UK. Interoperability with
Central Flow Management Unit (CFMU)
systems has been guaranteed so that the
data used is available at the central level
when agreeing the daily airspace utilisation
plan and its associated conditional
route structure.
Another important step has been the creation
of the Military Liaison Offi cer (MILO)
position within the operations room of EUROCONTROL’s
CFMU. The role of the MILO
is to act both as an interface and catalyst
between the civilian and military entities
for ASM, both for short-notice requirements
and for longer-term planning.
In order to measure progress, the SES
II legislation introduced the concept of

Beyond NEASCOG, the EUROCONTROL Directorate
of Civil-Military ATM Coordination
(DCMAC) was established to provide current
military knowledge and expertise across
the full range of EUROCONTROL agency
activities, to act as the focal point for military
issues and to be an interface between the
Agency and the military community on air
traffi c management/communications, navigation
and surveillance matters.
