A systems approach
The ATM system has many interdependencies
and, therefore, is not appropriate to
develop tools and procedures in isolation.
Furthermore, it would be wrong to consider
FASTI as simply another attempt at a standalone
Medium Term Conflict Detection
(MTCD) tool. FASTI has been designed as a
combined implementation of conflict detection
(both for the planning and tactical
controllers), for monitoring trajectory conformance
(MONA) and for System Support
Coordination (SYSCO). However, capacity
has traditionally been measured in terms of
numbers of aircraft, but this is not really the
best way to do it. What is critical to capacity
is the amount of work that has been done,
and this does not necessarily have a direct
relationship to the number of aircraft. For
example, if aircraft are de-conflicted to a
significant degree then the tactical controller
can safely handle a greater number of
aircraft. FASTI assists this process with tools
for the planning controller.

that supports decisions. Significantly,
IFATCA distinguishes between automation
that supports a controller’s decision-making
processes (a tool) and a safety net (which
is something that alerts a controller that
urgent action is required for safety). For example,
the Short Term Conflict Alert can be
implemented as a tool or a safety net – depending
on the setting of parameters as to
whether the controller is given a lot of time
to consider a potential conflict or a warning
of imminent risk. The FASTI programme has

For several years now, the Deutsche Flugsicherung GmbH (DFS) and
Wacom Europe GmbH have been working together to help make the
transition from traditional paper-based Air Traffi c Management to an
integrated digital system as smooth as possible. Such transition is
particularly sensitive in an area as critical as the control of fl ight
movements in a dense air space like Europe.
At the heart of this development is an electronic fl ight strip with
Wacom’s Cintiq 21UX interactive pen display as the key hardware.
The display is controlled by an electronic lightweight pen, weighing a
mere 18 grams. It has the advantage of being a familiar and intuitive
tool allowing users to navigate, control, write and annotate directly with
the pen on the display. The Cintiq is easy to operate, and offers perfect
hand-eye coordination. Wacom’s interactive pen displays are very
reliable interface devices with a high degree of precision, designed to
improve effi ciency of workfl ows. Over 2,000 interactive pen displays
have been supplied to the ATC market worldwide, often as part of a
solution to replace conventional paper fl ight strips.
After extensive trials over a few years, the DFS’s electronic fl ight strip
solution has proved to work well on Wacom’s Cintiq 21UX. It gives air
traffi c controllers an intuitive way of moving the electronic fl ight strips
from one virtual bay to another. They can also add handwritten notes
to the fl ight strips – just as they did in the analogue days of ATC. Frank
Brenner, Director Business Unit Center at DFS says: “The Wacom interactive
pen displays have proved to be successful because the air traffi c
controllers can access the information for ‘their’ fl ights for further use
interactively and in an electronic format. They do not have to be dealt
with like before on paper strips.”
The display is built-in fl atly in the centre of the console, a highly ergonomic
design allowing for very fast interaction. “The speed with which
