Before the Italian decision not to take part,
five upper information regions were to be
established with a single control centre for

Aena, with the objecti ve of contributi ng to the
homogenizati on of European Air Traffi c Control and in
line with the Single European Sky strategy, has designed
an ambiti ous plan to provide the fourth generati on of the
Automated Air Traffi c Control System, SACTA 4, to Spain’s
control centers by 2013. SACTA was fi rst put into operati on in
1990 and since 1994 has been the only system for En-route,
APP, Control Towers and Simulati on centers. This consists of
more than 50 sites, all of them connected via a WAN called
REDAN (Air Navigati on Data Network), with IP technology,
dedicated exclusively to “Navegación Aerea”.
SACTA, developed by the company Indra, under the guidance
and specifi cati on established by Aena, has evolved since 1990
through three generati ons of the system, (SACTA-1, SACTA-2
and currently SACTA-3). This has resulted in the transiti on
into operati on of 16 updates of the system’s versions, all of
them providing an effi cient response to the increase in air
traffi c demands, as well as the introducti on of improvements,
advanced functi ons, adherence to regulati on, standards and
an avoidance of obsolete technology.
The new generati on of SACTA 4 will include signifi cant
functi onal and technological improvements in all areas
belonging to an ATM System: Architecture, Surveillance, Safety
NETS, integrati on of Meteorological and Aeronauti cal DATA,
Middleware, Control & Monitoring, Data Link, management
of Environmental Data, Simulati on and Training. Nevertheless,
the most notable changes will be that the Flight Plan processing
area and those that correspond to the Control Working
Positi on will be transformed to allow the integrati on of the fi rst
operati onal version of the advanced operati onal concept for
fl ight management expected in SACTA-iTEC. The iTEC project is
a joint collaborati on in which Spain (Aena), Germany (DFS) and
the UK (NATS) have parti cipated since 2001.
This new concept will allow the increase in the system’s
capacity and producti vity. This is accomplished through the
use, by operators, of powerful ATC tools in an environment
