airspaces and at major airports. The key
is to introduce the technique now and then
develop increasingly advanced methods as
experience and technology matures.
CDA is the ‘art of the possible’, according to
Alan Melrose, EUROCONTROL’s aviation environment
operations manager: “We should
now do as much CDA as possible, without
compromising other operational requirements.
Some simple ways of facilitating CDA
can already be deployed in busy periods,
and then during quieter periods of traffi c,
such as during the night, it is sometimes
possible to use more sophisticated ways of
facilitating CDA.
“For example, pilots can use CDA-compliant
precision area navigation standard arrival
routes. Technologies are being developed
that will allow more sophisticated CDA
facilitation, even during busy periods and
from higher altitudes. We should be building
the culture and experience to optimise these
when available. CDA is a journey and not
a destination.”
Therefore, the current EUROCONTROL
priority is to encourage as many airports,
ANSPs and Aircraft Operators as possible to
adopt the technique for as many fl ights as
possible – and from as high as possible.
This will provide the bedrock for developing
the expertise and the operational and
collaborative culture that will be needed for
the process to evolve to new, more sophisticated
capabilities.
“For simple facilitation of CDA, the key
local challenge is eff ective collaboration and
the establishment of an open and cooperative
working environment, supported by
joint training and awareness,” according to
EUROCONTROL environment expert László
Kiss. “This is do-able now, but requires
top-commitment from all parties. More
advanced facilitation of CDA will require
a range of solutions for local selection as
appropriate – for example, where descent
passes through airspace boundaries –
eff ective handover will be required and this
will require wider institutional and technical
changes, such as the development of
Functional Airspace Blocks. ATM needs to
ensure that it plans to optimise new avionics
capabilities as soon as is safe and practicable
– and SESAR is attending to this in Europe.”
EUROCONTROL leading the way
EUROCONTROL is leading the way in several
other areas of CDA implementation. It
estimates that there are now 5,000 copies
of the EUROCONTROL CDA implementation
guidance publications in circulation and the

Agency is supporting an International Civil
Aviation Organization initiative to produce
global CDA guidance – possibly to be
renamed Continuous Descent Operations.
Other CDA activities include the development
of a training course, generic safety and
business cases and level fl ight assessment
tool, all of which could be produced in 2010
– subject to funding and resources.
Through the Flight Effi ciency Plan and
the European Joint Industry CDA Action
Plan, EUROCONTROL and key ATM Stakeholders
– including the International Air
Transport Association, the Civil Air Navigation
Services Organisation and the Airports
Council International-EUROPE – are providing
practical support, guidance and case studies,
facilitating collaborative discussions and linking
airports facing similar challenges.
While most of this work is being led by
the Agency’s Environment Unit, there are
other EUROCONTROL initiatives that are
also encouraging the development of CDA
operations. For example, the Agency’s work
in developing pan-European airspace design
guidance, the ‘Point Merge’ initiative and
controller tools, such as AMAN (Arrivals
