The second
legislative package
of the Single
European Sky
programme has
moved Europe’s
ATM ambitions to a
new level
system. Pan-European functions, such as
central fl ow management, a centralised
charging system and international research
and development (R&D) and training centres
are now well and truly bedded in.
Five decades later, it seems that the
original goal is back in sight. The second
legislative package of the Single European
Sky (SES II) programme has moved
Europe’s air traffi c management (ATM)
ambitions to a new level.
WHEN OUR FOUNDING fathers agreed
on the creation of EUROCONTROL 50 years
ago, they had a vision of European skies
managed and controlled as a single entity,
with harmonised procedures and planning.
Over the ensuing decades, this vision
blurred as political, fi nancial and other
priorities forced a change of direction. However,
during those years, EUROCONTROL,
with the help of its Member States, has put
in place the foundations for a harmonised

developing system-wide network activities
and coordinating our joint stewardship of
the SES ATM Research programme.
If we can successfully adapt to the
changing environment, the future for EUROCONTROL
looks very exciting. We have
already begun to support the European
Aviation Safety Agency with their work.
Beyond this, however, there is enormous
scope for the Agency to increase its work
with the EC with a performance review of
the SES and support to the EU Emissions
Trading Scheme.
There will be plenty for us to do alongside
our more traditional ATM tasks. That
said, we must remain cost-eff ective and
reduce our costs wherever we are able.
That is why we have announced cost cuts
of €38 million for 2010, bringing our operating
costs back to 2008 levels.
The fi rst 50 years of our existence have
set in place the groundwork for a more effi
cient, harmonised European airspace and
a template for an SES. The next 50 years
may well see this vision adopted on a
more global scale. Of course, this is a team
eff ort, and I would like to thank all my
colleagues at the Agency, and beyond, for
their hard work and professionalism, especially
through the continuing turbulence. I
look forward to the future with confi dence
in them and the Agency.
The adoption of SES II in 2009 has set in
motion irreversible change and EUROCONTROL,
like many other organisations in Europe,
must change as well. In anticipation
of the new legislation, my colleagues and I
began this process with the creation of the
Cooperative Network Design Directorate
in 2008.
Furthermore, during 2009, we formed
the Air Navigation Services Board to bring
our partners into the Agency’s decisionmaking
process so that we could become
a more agile and proactive organisation.
Already, this has brought about speedier
and more eff ective decisions and quick
wins, such as the approval to pursue the
Centralised Code Assignment and Management
system, along with the award of
a contract for the pan-European communications
network to support IP voice and
data exchange.
The task for 2010 is to reinforce our
relationship with the European Commission
