which the individual certificate of uinvnrthiness is first issued
on or after I January 1991, at least 50 per cent of the life rafts
carried in accordance with the provisions of 4.3.2 should be
deployable by remote control.
4.3.2.7 Recommendation.- Rafts which are ?rot
deployable by remote control and which have u muss of more
rhan 40 kg should be equipped with some rneans of
mechan icallv nssisted deployment.
4.3.2.8 Recommendation.- On any helicopter for
which the individual certificate of airworthiness was
first issued before I Ja~tuary 1991, the provisions of 4.3.2.6
and 4.3.2.7 should be complied with no later than
31 December 1992.
4.4 All helicopters on flights
over designated land areas
Helicopters, when operated across land areas which have been
designated by the State concerned as areas in which search and
rescue would be especially difficult, shall be equipped with
such signalling devices and life-saving equipment (including
means of sustaining life) as may be appropriate to the area
overflown.
45 All helicopters on high altitude flights
4.5.2 Pressurized helicopters
Recommendation.- Pressurized helicopters intended to
he operated at high altitudes should carn emergent?, oxygen
storage and dispensing equipment capable of storing and
dispensing the oxygen supplies required in 2.9.2.
4.6 All helicopters operated in accordance
with the instrument flight rules
All helicopters, when operated in accordance with the
instrument flight rules or when the helicopter cannot be
maintained in a desired attitude without reference to one or
more flight instruments, shall be equipped with:
a) a magnetic compass;
b) an accurate timepiece indicating the time in hours,
minutes and seconds;
c) a sensitive pressure altimeter;
Note.-- Due to the long histon of misreadings, the
USE of drunz-pointer altimeters is not recommended
dj an airspeed indicating system with a means of preventing
malfunctioning due to either condensation or icing;
e) a slip indicator;
f) two attitude indicators (artificial horizon). one of which
may be replaced by a turn indicator;
g) a heading indicator (directional gyroscope);
Note.- The requirements of4.6 e), fl and g), may be
met by combinations of instruments or by integrated
flight director systems provided that the safegrlards
against total failure, inherent in the separate insfruments,
are retained.
h) means of indicating whether the supply of power to the
gyroscopic instruments is adequate;
i) a means of indicating in the flight crew compartment the
outside air temperature;
j) a rate-of-climb and descent indicator; and
k) such additional insmments or equipment as may be
prescribed by the appropriate authority.
4.5.1 Unprcssurized helicopters
4.7 All helicopters when operated at night
Unpressurized helicopters intended lo be operated at high
altitudes shall carry equipment for storing and dispensing the
oxygen supplies required in 2.9.1.
4.7.1 All helicopters. when operated at night, shall be
equipped with:

a) all the equipment specified in 4.6;
b) the lights reqaired by Annex 2 for aircraft in flight or
operating on the movement area of a heliport;

are contained in the Airworthiness Manual (Doc 9760).
c) a landing lighl;
d) illumination for all flight instruments and equipment
that are essential for the safe operation of the helicopter;
e) lights in all passenger compartments; and
t) an electric torch for each crew member station.
4.7.2 Recommendation,- The larzding light should be
truinuble, at leasr in the vertical plane.
4.8 All helicopters complying with
the noise certification Standards in
Annex 16, Volume I
A helicopter shall carry a document attesting noise
certificalion.
Note.- The uttestation muy be contairird in any document,
carried on board, upprovcd.by the Stute of Registn.
4.9 Flight recorders
Note I.- Flight recorders comprise ~ w.osy stems - aflight
data recorder (FDR) and u cockpit voice recorder (CVR).
Note 2.- Cornbir~ution recorders (FDWCVR) uun only bbc
used to rnert the flight recorder equipnge requirements as
specijkully indicated in this Annex.
Note 3.- Detailed ~uidanceo n.$ight recorders is contained
in Attuchment B.
4.9.1 Flight data recorders - types
