links to provide alternative communications
between certain air traffic control centres
has continued and the feasibility of new
systems is being investigated.
Spectrum and frequency management
Air traffic capacity depends on there being
adequate radio spectrum, a very scarce
resource. The development of new streamlined
processes for spectrum and frequency
management, in close cooperation with
ICAO, was concluded and approved by
the Provisional Council.
The EATMP Communications
Gateway
This programme provides a cost-effective
bridge between legacy ground communications
systems and future requirements.
Acceptance testing has been successfully
completed.
NAVIGATION
Area navigation activities (RNAV)
RNAV activities aim to provide navigation
information to the flight crew in terms of the
aircraft抯 absolute geographical position,
instead of only in terms of its position relative
to a navaid as is the case with conventional
VOR/DME display instruments.
During 2002, support to States was
provided for the implementation of RNAV
in terminal airspace. This included:
 safety study for P-RNAV in terminal
airspace;
 development of route spacing criteria
for P-RNAV routes;
 development of the guidance material
for RNAV rrocedure design;
 completion of annual studies into data
quality to support States in achieving
the data quality needed to allow
P-RNAV;
 guidance for RNAV non-precision
approaches;
 development of the RNAV business
case.
GNSS
Satellite-based navigation is a key element
of the EUROCONTROL Navigation
Strategy in the ECAC area. Global
Navigation Satellite Systems (GNSS) will
provide a high level of accuracy, integrity
and availability for navigation in the medium
term and could supersede many existing
ground navigation aids in the longer
term.
In the frame of Space-Based
Augmentation Systems (SBAS), a network
of data collection stations has been established
for regularly collecting and evaluating
data from the EGNOS System Test-
Bed (ESTB). Data processing tools have
been developed and provided to stakeholders
for the evaluation of EGNOS performance.
The Ground-Based
Augmentation System (GBAS) Project
30 - 31 I European Air Traffic Management Programme
made major progress on activities related
to operational validation:
 first stages of the development of a tool
to assist air traffic service providers to
aid site approval and obtain operational
approval;
 safety assessment (the GBAS Safety
Policy and Safety Plan were concurrently
endorsed);
 development of functional hazard
assessment;
 development of a GBAS Roadmap to
consider all applications of GBAS.
The study report on the possible application
of GNSS as a sole service navigation
input has been published.
The Provisional Council agreed on a
common European aviation position
regarding GNSS aviation user needs.
Galileo
The proposal to implement a European
system of satellite navigation which offers
worldwide coverage and interoperability is
becoming a reality under the Galileo
project. This activity commenced late in
2002 with an initial vulnerability study to
assess the ECAC navigation infrastructure
based on GNSS. Work is currently underway
to prepare an initial safety assessment.
Results are due in the latter half of
2003.
SURVEILLANCE
Surveillance programmes aim to develop
safe, efficient, cost-effective surveillance
solutions for ECAC up to 2015. The programmes
are Mode S and ADS, the
Automatic Dependent Surveillance
Programme.
Mode S programme
The Mode S Programme aims to improve
ATM surveillance in high-density European
airspace where the current surveillance
systems are reaching their limits. Mode S
enables the selective interrogation of
aircraft and the extraction of downlinked
aircraft-generated data through which
new ATM functionality can be developed.
Elementary surveillance
Elementary surveillance which surmounts
the problems associated with radio
frequency interference, overcomes the
Mode A code shortage and maintains
current safety levels as traffic continues
to increase.
One of the main deliverables of the programme
is a new generation of Mode S
sensor that can address aircraft transponders
selectively and which has the capability
to downlink additional aircraft parameters.
