2002 HIGHLIGHTS
The 5th Performance Review Report
on the year 2001 was published.
The Safety Regulatory Commission
initiated an Implementation Monitoring
and Support Programme in order
better to target EUROCONTROL抯 support
to safety regulatory requirements
implementation across Europe.
In conjunction with other experts from
the Agency, the EUROCONTROL Military
Expert Unit supported the Civil/Military
Interface Standing Committee
in the development of a common
air traffic management security
position with NATO in the light of
the new security environment.
A Regulatory Committee and
accompanying Unit were created to
ensure the separation of regulatory and
service provision functions within
EUROCONTROL.

PERFORMANCE REVIEW
COMMISSION
The Performance Review Commission
(PRC) advises the EUROCONTROL
governing bodies on all matters related to
air traffic management (ATM) performance
review and target-setting, including
recommendations for the improvement
of these functions.
Its second term of office ended on 31
December 2002. The Provisional Council
appointed nine new PRC members and
re-appointed three existing members.
The accession of the European Community
to EUROCONTROL, the forthcoming
ratification of the revised Convention and
the adoption process of the Single
European Sky legislative package will give
performance review a higher profile.
Performance review activities
In 2002, the PRC met on five occasions.

The following action was taken:
 The PRC produced its fifth
Performance Review Report (PRR 5),
covering the calendar year 2001.
Its contents and conclusions were
discussed at an open consultation
meeting with interested parties held on
27 May 2002, from which the PRC
submitted its recommendations to the
Provisional Council. The recommendations
made and decisions taken can be
found on the PRC website.
 The ATM Cost-Effectiveness (ACE)
Working Group analysed economic
data provided under the PRC抯 s
pecification for Economic Information
Disclosure (EID). ACE prepared a Year
2000 Data Benchmarking Report. It
analyses en-route and terminal costeffectiveness
and productivity relating
to the year 2000, in respect of eighteen
volunteer air navigation service
providers (ANSPs) in Europe. Further to
the adoption of the specification for
Economic Information Disclosure (EID)
in 2001, the PRU invited all European
ANSPs to participate in the collection
and analysis of EID data for the year
2001. The first ANSP benchmarking
report will be published in 2003.
 The findings of the initial US-Europe
comparison published in 2001 were
confirmed and explored in more depth.
The Performance Review Unit (PRU)
conducted a detailed comparison of six
European en-route centres and three
US centres, with the active cooperation
of the French, German, Italian,
Maastricht, Spanish, UK and US air
navigation service providers. A special
report will be published in 2003 and
the PRC will include its conclusions in
its 6th Performance Review Report
(May 2003).
 The PRU, on behalf of the PRC,
conducted a survey of legal constraints
to penalty-free ATM safety occurrence
reporting in Europe. It comprised a
questionnaire addressed to service
providers, safety regulators, accident
investigation boards (where applicable)
and air traffic controllers?organisations
and follow-up interviews with a sample
of respondents, to complement the
questionnaires. The PRC has submitted
a report to the governing bodies of
EUROCONTROL.
SAFETY REGULATION COMMISSION
The Safety Regulation Commission (SRC)
is responsible for the harmonisation of air
traffic management (ATM) safety regulation.
This objective is being realised
through the development of a harmonised
ATM safety regulatory framework, to be
implemented by the EUROCONTROL
Member States.
The core of this framework is a set of
EUROCONTROL Safety Regulatory
Requirements known as ESARRs.
