the platform to replicate, as closely as
possible in functionality and performance,
the new ODS display. EEC and Centre
staff held further talks about how it could
be developed in the future to meet the
increasingly diverse requirements of the
Centre. The system is now set to be fully
operational in 2003.

Preparing for a new generation
of radar
Work began at the Centre to plan a transition
to elementary Mode S services.
Elementary Mode S will allow controllers
more clearly to identify aircraft on their
screen. Transition to elementary Mode S
is planned for the March 2003 to March
2005 timeframe.
Centre staff participated in managerial,
operational and technical working
arrangements of the EATMP Mode S
Programme in order to prepare and
coordinate transition and implementation
plans with all stakeholders in the core
area of Europe.
Detecting holes in the safety net
before they happen
The ATM Safety Monitoring Tool (ASMT) is
one of the most recent results of the
EUROCONTROL Experimental Centre
and Maastricht UAC partnership. It has
been developed to detect and record
on-line occurrences within the framework
of specified parameters, classifying them
and storing the relevant data in a database.
The operational evaluation of ASMT started
in December 2001 and the system
was officially introduced in April 2002.
It was then refined and brought into full
operational status in July, when the first
monthly reports were produced. The tool
allows staff to undertake statistical evaluation
of safety-related occurrences and is
a proactive means to identify 揾ot-spots?
and recommend actions.
By the end of the year, six monthly
reports had been published. These
allowed the Centre抯 safety analysts to
quantify known shortcomings in the current
system. The growing amount of data
that the new tool will provide will allow the
Centre to become increasingly proactive
in dealing with safety occurrences.
Data-link programme to be
re-introduced and enhanced
Since 1998, the Maastricht Centre has
had a key role in validating air/ground
datalink (AGDL) technology in high-density
continental airspace. With the transition
to the new operations room, AGDL services
were suspended until they could be
integrated into the new ODS suite.
During 2002, work began on defining new
functions for the ODS. To introduce the
AGDL into the new system, Centre staff
carried out prototyping and specification
work on a new Human Machine Interface
(HMI), using windows and mouse-driven
menu selections. The new AGDL function
within the ODS will be available from the
end of May 2003. This new HMI will mark
a new start for AGDL operations, allowing
for further major developments.
Bringing advanced concepts to the
operations room
The validation of an important new controller
tool, the Medium-Term Conflict
Detection (MTCD) system, came a step
further in 2002 with the first operational
trials of an MTCD prototype at Malm?
ACC, a partner with EUROCONTROL in
developing the concept.
The development of the MTCD prototype
has been based on the ERIS/PROVE preoperational
validation platform developed
by the EUROCONTROL Experimental
Centre in cooperation with industry in the
framework of the ERIS Programme ?to
support the pre-operational validation of
advanced ATC functions.
Work continued to make MTCD available
to controllers in 搒hadow?mode in the
new operations room of Maastricht UAC
during late 2003. Controllers will be able
to see how the MTCD tool will work on a
picture of live data. This project is part of
a European-wide initiative with the first
units going into place at Malm? Rome
and finally at Maastricht, where more complex
traffic patterns can be observed.
Trials will start in Rome in early 2003 and
in Maastricht by the end of the year.
Once the MTCD initiative has been fully
validated, a permanent ERIS/PROVE
installation could be set up at the Centre
to conduct validation trials on other
programmes, the main objective being to
ensure early controller involvement and
thus augment controller acceptability of
newly developed ATM tools.
Extending the Centre
Over the next few years, Maastricht UAC
will have to expand to take on increasing
numbers of controllers, trainees and
support staff. Plans for an extension to the
