saw the extension of the provisions
governing ATM personnel to cover engineering
and technical personnel having
operational safety-related duties. These
provisions come into force in April 2005.
Meanwhile, further development work has
also been undertaken on a regulation for
a harmonised ATM safety regulatory
framework (ESARR 1) and on software in
ATM (ESARR 6). Following the custom of
other ESARRs, implementation workshops
for ESARR 4 were launched for the first
time in 2002 with significant interest and
participation.
ESARR implementation has now reached a
crucial stage in many States. Difficulties
had been experienced in monitoring the
exact status of implementation, and in
particular the nature of implementation
problems. To address this and to target
EUROCONTROL抯 support more effectively,
the SRC decided in February 2002 to
embark upon an ESARR Implementation
Monitoring and Support Programme. This
initiative resulted in fact-finding visits to
nine Member States in 2002, with twentytwo
more such visits planned for 2003.
Each visit also includes an SRU report and
recommendations to the States concerned.
Early results have already identified a
number of areas requiring additional
support.
One such area is training for ATM safety
regulators. In response to this need, SRC
has planned a modular training programme,
the first module of which, in
auditing techniques, was initially delivered
in December 2002. Further courses are
planned throughout 2003 and 2004.
In the course of 2002, close working relationships
were maintained with the safety
management activities of the EUROSpreading

across Europe

CONTROL Agency, especially in the fields
of EATMP Programmes, runway safety,
software requirements development and
safety data analysis. In all cases, a complementary
approach between safety
management and safety regulation has
worked well and has ensured that EUROCONTROL抯
support in safety can be
delivered effectively to all stakeholders at
national level.
The SRC抯 work in ATM safety measurement
continued to progress well in 2002.
A very small year-on-year increase was
recorded in a number of States applying
ESARR 2, and further work is clearly
needed to continue in future years.
However, a significant improvement took
place in the quality and consistency of
the data received, enabling further safety
conclusions to be drawn from this important
source. National resources and
expertise continue to be an issue in the
field, and throughout 2002, five Member
States detached staff to the Safety
Regulation Unit for familiarisation and
training in the occurrence reporting and
assessment methodology, with more
planned for 2003.
A fundamentally important activity in 2002
was carried out by the high-level Action
Group for ATM Safety (AGAS), co-chaired
by the Chairman of the SRC and the
Director General of EUROCONTROL.
Set up in the wake of the Lake Constance
mid-air collision, AGAS undertook a
wholesale assessment of safety in ATM
from many different viewpoints. SRC took
active part in the working structures of
AGAS, and the results will be fed as priority
items into the SRC抯 Work Programme
during the course of 2003.
CIVIL/MILITARY INTERFACE
STANDING COMMITTEE
As a standing committee reporting to the
Provisional Council, the Civil/Military
Interface Standing Committee (CMIC)
provides advice and guidance on the
whole range of ATM/CNS issues.
Under the Chairmanship of General
Antonio Pilotto from the Italian Air Force,
in 2002 the CMIC was involved in many
aspects of the Organisation抯 activities
with the aim of enhancing throughout
Europe safety and security in ATM, civil/
military cooperation and coordination and
the accomodation of military requirements.
These included: the implementation
of the RVSM Programme, the Mode S
Interrogator Code allocation mechanism
and the Mode S Transition Plan, and the
accommodation of State aircraft within the
programme of 8.33kHz channel spacing.
The CMIC provided guidance and
pledged support to a number of other
initiatives such as the overall CNS/ATM
Target Architecture, the ATM Security
Action Plan, the implementation of the
Navigation Strategy, the EUROCONTROL
ATM 2000+ Strategy update and the
initiative on dynamic airspace network
management.
Furthermore, in pursuit of enhanced
