installation.
For safety-related issues, the GBAS
Safety Policy and Safety Plan were concurrently
endorsed by the Safety
Regulation Commission in January 2002.

The GBAS Project has been developing the
first stage of the safety assessment
process, namely the Functional Hazard
Assessment (FHA).
Since ICAO SARPs to enable a GBAS positioning
service for area navigation and other
applications became applicable in
November 2002, there are new potential
operations to be supported by GBAS that
will complement GBAS CAT-I.
Space-based augmentation
systems
The Space-Based Augmentation System
(SBAS) Project continued to focus its activities
on early trials with the EGNOS System
Test Bed (ESTB) and the development of
the Pegasus tool for the processing and
analysis of data collected from prototype
EGNOS receivers both on the ground and
during flight trials.
The ESTB data collection network established
at the end of 2001 with four
Universities in Leeds (UK) Delft (NL),
Barcelona (Spain) and Toulouse (France)
reported monthly on the performance of the
ESTB. Several anomalies were analysed in
detail and much has been learned in preparation
for the validation of the EGNOS system
itself that will become available in 2004.
A video was produced to promote the flight
trials that were performed in Nice during
September 2001 and this has been used
extensively to demonstrate the potential
benefits that SBAS could bring in aviation.
Support to ICAO GNSS panel
EUROCONTROL hosted a GNSS Panel
Working Group Meeting in Brussels during
April and a second Working Group Meeting
was hosted by the FAA in San Antonio in
October. The main work of the groups is the
preparation of inputs to an important ICAO
Air Navigation Conference to be held in
2003 to reassess the status of navigation
and the position of GNSS.

Support to the ICAO obstacle
clearance panel
The ICAO Obstacle Clearance Panel
(OCP) has, among other topics, evaluated
the properties of GNSS systems for precision
approach in order to determine the
necessary additions to the procedure
design criteria (PANS-OPS). Several
GNSS PANS-OPS additions were discussed
and agreed at OCP/13 in October
2002. The GNSS Programme has contributed
to this work by providing input on
basic collision risk model properties,
based on both experiment campaigns
and a simulation model.
Education and awareness
A GNSS Workshop took place in Madrid
on 2-3 December. The Workshop was
organised by EUROCONTROL and cosponsored
by the European Commission,
European Space Agency, International Air
Transport Association, International Civil
Aviation Organisation and the EGNOS
Operations and Infrastructure Group. The
theme of the Workshop was 揟owards
implementation of GNSS for civil aviation?
The Workshop expressed the need for
progress on a clear definition of the future
role of GNSS in meeting airspace user
requirements.
2002 HIGHLIGHTS
The amounts billed to users for en-route flights
performed in 2002 totalled EUR 4.71 billion.
The total amount of terminal charges billed to
five EUROCONTROL Member States in 2002
was EUR 268 million, corresponding to
2 million flights.
The total amount of air navigation charges billed
to seven non-EUROCONTROL Member States in
2002 was USD 156 million, corresponding to
607,000 flights.
Over 8 million flight messages (IFR flights only)
were processed in 2002, a decrease of 1.4%
on 2001.

Central Route
Charges Office
The EUROCONTROL Member States
established the Central Route Charges
Office (CRCO) to operate, on their behalf,
a harmonised, regional en-route charges
system. This system contributes to the
funding of the European air traffic management
(ATM) system whilst at the same
time facilitating consultation with airspace
users.
The CRCO抯 mission statement is accordingly
搕o provide its stakeholders with an
efficient cost-recovery system that funds
air navigation facilities and services and
supports ATM developments. 擳he strategy
pursued to achieve this mission is
搒ustainable growth? embracing four
objectives:
 integration of the CRCO抯 developments
into the Agency strategy;
 guiding the system抯 stakeholders in
the reassessment of the principles;
