European Air Traffic Management Programme
(EATMP) achieved other milestones and
demonstrated the Agency抯 ability to design
and manage pan-European programmes that
create capacity and improve safety. 8.33kHz
operations were extended to 21 additional
European States. Good progress was made
with the LINK 2000+ programme and a first
pioneer airline recruited for datalink. In the
surveillance area, the POEMS (Pre-operational
European Mode S) design acceptance
process was completed. Finally, in the human
resources area, the European air traffic controllers
licensing scheme was implemented
throughout Europe.
In order to achieve advances in capacity and
safety in the mid to long term, the entire aviation
community recognises the importance of coordinated
and validated Research and Development
initiatives. The Experimental Centre had a most
productive year in this respect. Working closely
with the European ATM Programme (EATMP),
the European Commission and industry, the
Centre played a role in the organisation of
Europe-wide ATM R&D.

management area, to help make better use of
available capacity. On the technical side, the
first phase of ETFMS (Enhanced Tactical Flow
Management System) began. The ETFMS provides
new functionalities and offers a much
more accurate picture of the real traffic situation
across Europe.
In spite of a difficult year for airlines, the Central
Route Charges Office was able to maintain its
performance levels in route charges collection
to a large extent and also successfully managed
the migration to a new IT platform.
A dedicated Directorate for the Central
European Air Traffic Services (CEATS)
Programme was created in 2002. CEATS as a
whole made headway ?a new team is on
board and has started to work closely with
service providers and States to meet very tight
timescales for a very ambitious project.
Alongside the existing Centre in Maastricht,
CEATS will serve as a prototype of how air
traffic management services can be organised
at European level.
Good progress was also achieved in the
separation of service provision and regulatory
activities within EUROCONTROL.
The Regulatory Committee of the Council and
a functionally separated Unit were created in
2002.
Sadly, no year passes with only good news.
We will all remember 2002 for the Lake
Constance mid-air collision. This tragedy has
served as a reminder to all of us in the business
that more work has to be done to make
our skies even safer for air travel. Directly after
the accident, EUROCONTROL抯 decisionmaking
bodies endorsed the creation of a
high-level European Action Group for ATM
safety (AGAS), which has prepared proposals
for making further, concrete improvements to
European ATM safety management and regulation.
This will go a long way to helping the
entire aviation community place increased
emphasis on improving safety standards in
the aviation industry.
2002 was also the year in which the European
Community signed the Accession Protocol to
EUROCONTROL. This was indeed a major
development for the Agency. The accession of
the European Community will bring new impetus
to our work. Over the coming months, the
emphasis will be on avoiding duplication as well
as developing clear working arrangements and
identifying methods of cooperation between the
two organisations.
Our objective is the establishment of a seamless
ATM system for Europe, based on a pan-
European network approach where each node
in the network is distinct and important but
needs to be connected to others. The onus
will be on us to draw together the aviation
community and work towards synchronising
and coordinating our activities with a view to
maximising our individual efforts.
I would like to thank our Member States for their
dedication and commitment to the Agency
throughout the year. My thanks also go to the
management and staff of the Agency for their
support, professionalism and achievements, and
in particular for their response to the needs of our
stakeholders, in what was for them a difficult year.
We operate in a fast-changing and uncertain
