delivered, the current FDPS will need to be
maintained and upgraded to cope with further
traffic growth.
The new FDPS programme will comprise
two major phases. The first one is the
deployment at the end of 2007 of a new
system offering at least the same capabilities
as the former one. The second phase
will deliver at the end of 2009 a fully compliant
eFDP version. Adaptations to the legacy
systems will have to be synchronised to
coincide with the in-service target dates.
Following the issue, in the last quarter of
2001, of a call for tender for the replacement
of the current system, an 8.5-month
evaluation study was conducted; it was concluded
on 16 December 2002. A contract is
expected to be signed in
April 2003.
Enhancing and sharing surveillance
information
In the past year, a new EATMP ARTAS
system version was installed, technically
and operationally validated and commissioned
to update the initial application in the
MADAP test environment. This is an important
evolution of the system which allows for
Mode-S elementary surveillance data to be
integrated into the display. The re-engineered
system can furthermore support an
enhanced Mode-C processing. The new
software, supported by the EATMP CAMOS
engineering team based at the Centre, was
put in operational use in February 2003.
Also during 2002, specifications were
drawn up to develop and procure a new
front-end system covering functionality
such as the RADNET interface, surveillance
data conversion as well as adaptation
and filtering. Under the present
schedule there will be a call for tender in
2003 with the system in place during
2004. The realisation of this project,
together with the redesign of the weather
radar data processing and radar monitoring
functions, will lead to the
creation of an entirely autonomous surveillance
data processing and distribution
system, allowing the gradual phase-out
of the present MADAP Track Server.
For all ARTAS stakeholders the programme
offers an advanced, costeffective
tracker and server system which
will limit their need to invest in new
hardware platforms.
The new Operator Input
and Display System (ODS)
became fully operational
on 2 November 2002.
Flow controllers can now see
the big picture
The Flow Management Position (FMP)
benefited from the introduction of another
new tool which gave a more accurate
and updated picture of traffic flying
through the Centre抯 airspace. The
Enhanced Tactical Flow Management
System (ETFMS) is the latest improvement
on the CFMU tactical flow management
system. It increases the accuracy
of the ATFM data by updating the
planned data with the actual flight
position.
The ETFMS was introduced at
Maastricht UAC in February: the programme
makes use of real-time radar
data from a growing number of neighbouring
ATC centres to improve efficiency
of the flow management system,
designed to provide the current position
and future trajectory of all flights within
Europe.
One of the key successes of TACT is
that it supplies all ATM bodies with the
same data, regardless of national
boundaries, language or equipment.
ETFMS and its data will similarly bring
such global benefits through Enhanced
Tactical Information.
How automation creates capacity
The Centre抯 揂utomatic Treatment of
Flight Plans (in MADAP)?(AFPL)
programme was extensively developed
during 2002, saving operational staff
considerable time by automating the
former manual flight plan input procedure.
AFPL had, by the end of 2001, achieved
an automatic input rate of 42%. In
February 2002, the project had matured
enough to form an official working group
within the Operations Division. March
2002 marked the implementation of a
dedicated Flight Identification Technique
which allowed for the automatic transfer of
揹elay?and 揷ancellation?messages.
By April 2002, more than 50% of all flight
plan messages and, by September 2002,
72% of all flight plans were handled
automatically.
A new simulator for Maastricht抯
airspace control area
Factory and site acceptance tests were
carried out on the Centre抯 dedicated new
training simulator, the MA-ESCAPE simulator,
to be used for both ab initio students
and fully licensed controllers.
During early tests, software shortcomings
were identified which, during 2002, were
largely resolved by the Centre and EUROCONTROL
