services provided;
 reduction of the administrative unit rate.
In addition to its core task (the establishment,
collection and disbursement of
en-route charges for Member States), the
CRCO offers additional services, e.g. the
billing and collection of terminal charges.
Independently of this service, non-EUROCONTROL
States can also benefit from
the CRCO抯 expertise in billing and
collecting air navigation charges, under
bilateral agreements.
In the course of 2002, the number of
participating States in the EUROCONTROL
route charges system
increased to 30: Finland was technically
integrated into the route charges
System with effect from 1.1.02.
MAIN ACTIVITIES
Multilateral Agreement relating
to Route Charges
The route charges system抯 operations
in 2001 and 2002 were influenced
by the events of 11 September
2001 in the United States. The subsequent
global downturn in the demand
for air travel, expressed as the number
of IFR flights in the airspace of the
participating States, resulted in a
decrease of 1.2% in 2001 compared
with 2000, with a further decrease of
1.4% in 2002 compared with 2001.
EUROCONTROL's 31 Member States
recognised the difficulties affecting
the aviation industry as a whole as
well as the liquidity problems experienced
by airspace users.
Consequently, they unanimously
agreed to keep the 2002 unit rates at
their 2001 level for the first quarter of
2002. In 2002, the enlarged
Commission also decided that the
Contracting States could carry over
and include their under-recoveries for
2001 in the cost-bases for the years
2003 to 2006.
The adoption of these measures for
the benefit of airspace users highlights
the importance of EUROCONTROL's
providing Member States, service
providers and airspace users with a
forum for consultation.
In continuously striving for quality
improvements, the CRCO has devoted
considerable effort to the enhancement of
its customer services:
 ETNA (Extranet to national authorities)
In March 2002, the CRCO launched a
specialised Extranet website for the
sole confidential use of States and
service providers. This provides for
limited access to the CRCO data warehouse
and dissemination of all relevant
information about the route charges
system.
 New mainframe computer:
The CRCO抯 mainframe computer
replacement project has been successfully
finalised and the new equipment
was made operational in the second
half of 2002.
ACHIEVEMENTS
Flight messages processed and
distances flown
Over 8 million flight messages (IFR flights
only) were processed in 2002, a decrease
of 1.4% on 2001.
The number of kilometres recorded in the
airspace of the Member States for the calculation
of route charges in 2002 was 6.4
billion kilometres, a decrease of 0.5% on
2001.
Amounts billed
The amounts billed to users for flights
performed in 2002 totalled EUR 4.71
billion, an increase of 6.3% on 2001. This
was mainly due to the increase in the unit
rates applied by the participating States
throughout the route charges system
(see 揳verage weighted national unit
rate?graph).
Recovery rate
The medium-term recovery rate for 2001,
measured on 31 December 2002, was
98.64% showing a decrease in comparison
with the previous year due to the
financial difficulties of the air transport
sector and the ensuing bankruptcies of
some major airlines. The recovery rate at
due date, however, increased to 86.62%.
Cost per kilometre
(long-term series ?deflated cost)
The graph on the opposite page shows
for each year between 1992 and 2002
the unit costs per kilometre of the enroute
services made available to users in
the airspace of the States participating in
the system in 1982, i.e. Austria, Belgium,
France, Germany, Ireland, Luxembourg,
the Netherlands, Portugal, Spain,
Switzerland and the United Kingdom.
These eleven States represented 71% of
EUROCONTROL route charges in 2002.
Costs are actual between 1992 and
2001, and forecast for 2002. They are
deflated by the ECU/EUR price index
(index 100 in 2000) published by the
Statistical Office of the European
Communities (EUROSTAT).

dividing the sum of the costs chargeable
