The year under review was a memorable one
for EUROCONTROL. Despite the difficult economic
climate endured by the aviation industry,
overall the Organisation had a successful, albeit
challenging, year.
EUROCONTROL抯
membership was
expanded by the
accession of Albania,
bringing the number of
Member States to 31.
Poland, Ukraine,
Bosnia and
Herzegovina and
Armenia are also
preparing to join. The
expansion of membership
to all the States of the European Civil
Aviation Conference (ECAC) remains a high
priority. The harmonised, coherent application of
common standards and procedures is in fact
key to ensuring the successful management of
a pan-European air traffic management (ATM)
network.
Still on the accession front, a major milestone in
2002 was undoubtedly reached with the
European Community抯 signature of the
Accession Protocol to EUROCONTROL. This is
a huge step forward in many ways. Firstly, this
move will help consolidate the regulatory framework
of ATM in Europe. It will also open the way
for further progress in the ratification by EUROCONTROL
Member States of the revised
Convention. This will make it possible for the
Organisation to work more efficiently, more
quickly and have a wider sphere of influence
than before. The EC抯 membership of EUROCONTROL
will allow both organisations to
achieve maximum synergy and complement
their respective roles. The EC抯 regulatory and
institutional competencies, combined with
EUROCONTROL抯 proven expertise and experience
in air navigation and air traffic management,
will be instrumental in enhancing both
safety and efficiency in Europe抯 ATM system,
while catering for future growth.
During the year the Provisional Council met
three times. Great importance is attached to
these meetings as it is essential, particularly
given the current financial climate of the
industry and the changing institutional picture
in Europe, that dialogue and consultation continue
so that all parties can jointly address the
challenges facing the industry and foster its
developments as growth resumes. Items permanently
on the agenda were safety, capacity,
ATM performance and institutional issues.
Significant progress was made in 2002
towards the separation of service provision
and regulatory functions within the
Organisation with the setting up of an independent
Regulatory Committee and a
Regulatory Unit to support it. This new body
will advise the Council and ensure that a common
consistent air traffic management framework
is made available on a pan-Europeanlevel.
During the year, the Performance Review
Commission and the Safety Regulation
Commission continued to produce high-quality
work geared to improving the performance
and safety of European ATM. The Council
adopted, among other things, the updated
version of ESARR 5 - EUROCONTROL Safety
Regulatory Requirements for ATM personnel,
and the PRC抯 fifth report.
A central issue for the Provisional Council
remained delays caused by the European
ATM system: so-called Air Traffic Flow
Management (ATFM) delays. For the period
May - October 2002, the average en-route
ATFM delay decreased by some 45% over

2001 levels, to 1.8 minutes per flight, well
below the delay target of 2.5 minutes set by
the Provisional Council for the summer 2002.
This capacity gain was substantial. The main
contributing factor to this increase in capacity
was the successful implementation of RVSM ?
Reduced Vertical Separation Minima ?at the
beginning of the year. Enhanced European
coordination mechanisms between the Central
Flow Management Unit, the aircraft operators
and the European air navigation service
providers also played a very important role to
ensure the best possible use of the available
