Decision [P7-5]: STANDBY shall be an automatic reply to downlinks until the NDA assumes control of
the flight.

9. Day 5: Review of the open/key issues by the break-out groups
Jose Roca presented the results of the General Issues breakout group. The presentation slides are

Thierry Lelievre presented the results of the ISPR breakout group. The presentation slides are
SC214-78 Plenary 7 Day 5 ISPR Report .ppt. The decisions made in the discussions that followed
were:
Decision [P7-6]: TTr aircraft timer will no longer be required.
Issue [P7-4]: TTs timer values must be determined. Should it be on single value everywhere or
different local values are acceptable?
Frederic Picard presented the results of the Interop breakout group. The presentation slides are
SC214-78 Plenary 7 Day 5 Interop Report .ppt. The action raised in the discussions that followed
was:
Action [P7-4]: The Interop Subroup shall identify all the issues related to the FANS accommodation
for the 4DTRAD service and report them to the 4DTRAD subgroup.

John Gonda presented the results of the 4DTRAD breakout group. The presentation slides are

10. Document Approvals – Resolutions Implementation Plan
The SPR, 4DTRAD and Interop editors informed the group that all the comments would be fully
implemented in the document by the 24 April 2009. They invited all SC-214/WG-78 members to
review the resolutions proposed to their comments and inform the relevant editors before the 10th April
if the proposed resolution was not satisfactory. The tables with all the proposed resolutions are the
following attachments: 1) SPR Master Comment Matrix Plenary 7.xls, 2) INTEROP Comments Plenary
7.xls, and 3) 4DTRAD Comments_2009-04-01+sof.xls.
Action [P7-5]: All members to review the proposed resolutions to their comments prior to 10th April.

11. Review Dates, Location and Agenda for Next Meetings
Jose Roca presented the new proposed subgroups structure to progress the work until the end of
2009 and the planned Plenary and subgroups meetings. The group agreed to the proposed
subgroups structure and the meetings plan. The proposed subgroups co-chairs accepted the task.
The issue and action in the discussions that followed were:
Issue [P7-4]: What subgroup should produce the ITP SPR? To be resolved when SC-186/WG-53
delivers the expected ITP material.
Action [P7-6]: Susan and Jose to create the new email distribution lists for the new subgroups asap.

12. Any Other Business
Jose Roca informed the group that his responsibilities in Eurocontrol had changed and he would no
longer be able to continue with the WG-78 chairmanship. Danny Van Roosbroek will take over his
WG-78 membership.
