SAO PAULO BRAZIL The first IMF regional
seminar on organising non-manual
workers was held in Sao Paulo in
September. Some 40 delegates from
affiliated unions in Brazil, Argentina,
Colombia, Chile, Mexico and
Venezuela attended.
Non-manual occupations are
accounting for an ever-increasing
share of employment in the metal
sector. Consequently, the IMF
Executive Committee has called for
greater emphasis on making unions
relevant to non-manual workers.
The objective of the IMF seminar
was to raise the issue of non-manual
workers in the region and discuss
organising policies and strategies.
Among others, CNM-CUT of Brazil
reported that it was setting up a
working group with the mandate to
propose specific policies to organise
and mobilise non-manual workers.
Non-manual workers account for
about 30 per cent of the labour force
in Brazil.
“The seminar was well received,”
says Anne-Marie Mureau, responsible
for non-manual workers within
the IMF secretariat. “National
legislation, the composition of the
workforce and union structures varies
between countries. Each union
has to find its own way to reach out
to non-members but it is important
to address the issue of the growing
gap between the employment and
the membership structure,” she
says.
The meeting decided that a network
should be established to facilitate
contact, information exchange
and solidarity assistance between
non-manual workers in the region
and the IMF. AG

IMF CONGRESS 2005
GENEVA / VIENNA With less than six months
to go, preparation for the giant “IMF
Congress 2005” is well under way.
“We have set all the dates for the
various Congress-related meetings
and have come up with a congress
theme. We have also approached possible
keynote speakers and hope to have
a positive answer before New Year,”
says Marcello Malentacchi, IMF general
secretary.
Convening in Geneva in mid December,
the IMF Executive Committee
will take the formal decisions on the
congress theme and congress-related
discussions. Another extraordinary
Executive Committe meeting in February
will deal exclusively with the
proposed new Action Programme.
It is already clear that there are
three main issues the 700-800 delegates
will consider at the gathering in
Vienna in May 2005: new IMF Rules;
increasing the participation of women
in IMF structures; and the IMF Action
Programme. All three topics are coherent
with “Advancing workers’ rights”,
the suggested motto for the Congress.
Congress theme
The IMF Executive will consider
“Advancing workers’ rights” as
the main theme for the Congress.
“Advancing the rights of workers is
really the core mission of the IMF. It is
also something that all congress delegates
are trying to do – whether locally,
on a regional, national or international
level,” explains Marcello Malentacchi,
adding that the short theme “hopefully
will be easy to remember”.
As a way to link congress discussions
to the theme, the main theme
will be developed and exemplified with
secondary or sub themes. For example,
a panel discussion focusing on the
Action Programme’s goals on health
and safety could be labelled “Advancing
workers’ rights: improving health
and safety in the workplace”.
Congress discussions
Following the secretariat’s report, discussion
and adoption of rules and the
election of IMF president and general
secretary, the plenary discussions will
revolve around the revised Action Programme.
The debate will be divided into
three or four topics, tentatively including
sustainable development, international
solidarity and health & safety.
New Rules: Executive to be expanded
The Motions & Rules Committee, with
members coming from 11 countries in all
regions, is proposing that the Congress
adopt a range of changes, including:
• The number of Executive Committee
members to be increased from 18 to
25 members (i.e. an increase of seven
seats), of whom a minimum of six are
to be women. (Each of the regions
will have one more seat, except for
Central and Eastern Europe, which
