news is that this time we managed to come together for mutual
progress. I think we surprised a lot of people by taking a problemsolving
attitude in these negotiations. Many people thought that,
since “SPEEA kicked their butts” last time, we would try intimidation.
Instead, we problem-solved. It’s who we are and what we
do best. However, people knowing that we won’t allow ourselves
to be pushed around probably helped us to have the positive
interaction that we did. But let’s also give credit where it is due.
SPEEA members and Boeing leaders also strongly supported a
positive, goal-focused interaction. We were all committed to a
plan that made sense and together we made it happen (however, I
still think we’ve got some benefi ts issues to work.)
So we are on our way into a new year. Strength, solidarity and
clear principles form the foundation for the new year. It promises
to be a year of transitions and challenges; but I am confi dent that
SPEEA, as always, will be up to the challenges. A year from now,
we will be stacking another year on top of one in which SPEEA
has represented and served its membership very well indeed.

What a year it was, what a year it will be.
NW Region VP Cynthia Cole reported most of her
time since last month’s meeting has been spent in
contract negotiations, responding to members’ emails,
and participating in lunchtime meetings. Following a
successful contract vote, the Negotiation Team held a
debrief/lessons learned session on December 9th. The
Board will now be interviewing candidates for appointment to our
joint committees, so they can begin meeting with the Company for
the next contract term.
Staff member Robbi Alberts reported that SPEEA has purchased
and wrapped Christmas gifts for over 100 kids in over 50 families
of laid-off members. Thanks to volunteers who will be delivering
them in the coming weeks.
SPEEA Treasurer Tom McCarty reported the treasurers have been
meeting to develop the budget for fiscal year 2003 (Apr 1, 2003
– Mar 31, 2004). The SPEEA Council Budget will be sent to
the Council to be voted on at the January 16th meeting. He also
reported on funding actions taken by the Executive Board in their
last few meetings.
Executive Director Charles Bofferding reported the new budget
will contain funding for an improved communications system …
This is the first Council meeting since we counted ballots on three
contracts. We should be proud of our accomplishments. Together
we achieved difficult and important goals – it was
an institutional effort and we should all be proud
… Congratulations to Kristin Farr, whose picture
appeared on the cover of the
Puget Sound Business
Journal
in an article about the CVD petition against
Airbus (SPEEA continues to coordinate with the IAM
on that effort) … Regarding the Spokane plant sale, SPEEA met
today with IAM President Mark Blondin and their aerospace coordinator
George Schneider so we can coordinate our negotiations for
Spokane.
President Jennifer MacKay reported, after months of
waiting, Boeing finally decided to sell Spokane to the
Triumph Group. Negotiations begin December 17th,
and they are seeking an acelerated process. Members
appreciate that they are represented by a union, but
they are still concerned. They are cautious, nervous, yet very excited
about prospects of working under a new employer. How will this
affect Jennifer’s status as President of SPEEA? It won’t. SPEEA’s
governing documents allow the union to continue to represent
Boeing successor employees, so she will remain a Regular member
of SPEEA.

The Council welcomed back Jerry Robinson,
who was seated in the vacancy as Council
Rep in District R-5 (Renton, Profs, 10-16
Building).
Based on a process developed by the Executive Board,
the NW Council Reps selected Legislative & Public
Affairs Committee Chair Joel Funfar to represent
SPEEA at the Spring 2003 CESO Meeting (being
held in Copenhagen, Denmark, in conjunction with
the third international conference of engineering
unions). He will join SPEEA’s President Jennifer
MacKay in representing SPEEA’s Northwest Region at these meetings.
The NW Council PASSED a motion to form a Northwest Member
Benefits Committee, to investigate and develop methods of
expanding benefit coverage and methods of containing and reducing
benefits costs.
The NW Council PASSED a motion outlining a procedure for
pre-submitting motions to the Council, including posting them on
