3.8 Control of persons and
vehicles at aerodromes
3.8.1 The movement of persons or vehicles including
towed aircraft on the manoeuvring area of an aerodrome shall
be controlled by the aerodrome control tower as necessary to
avoid hazard to them or to aircraft landing, taxiing or taking off.
3.8.2 In conditions where low visibility procedures are in
operation:
a) persons and vehicles operating on the manoeuvring area
of an aerodrome shall be restricted to the essential
minimum, and particular regard shall be given to the
requirements to protect the ILSIMLS sensitive area(s)
when Category II or Category IJI precision instrument
operations are in progress;
b) subject to the provisions in 3.8.3, the minimum separation
between vehicles and taxiing aircraft shall be as
prescribed by the appropriate ATS authority taking into
account the aids available;
C) when mixed E S and MLS Category I1 or Category 111
precision instrument operations are taking place to the
same runway continuously, the more restrictive ILS or
MLS critical and sensitive areas shall be protected.
Note.- The period of application of low visibility
procedures is determined in accordance with ATS unit instructions.
Guidance on low visibility operations on an aerodrome
is contained in the Manual of Surface Movement Guidance
and Control Systems (SMGCS) (Doc 9476).
3.8.3 Emergency vehicles proceeding to the assistance of
an aircraft in distress shall be afforded priority over all other
surface movement traffic.
3.8.4 Subject to the provisions in 3.8.3, vehicles on the
manoeuvring area shall be required to comply with the
following rules:
a) vehicles and vehicles towing aircraft shall give way to
aircraft which are landing, taking off or taxiing;
b) vehicles shall give way to other vehicles towing aircraft;
C) vehicles shall give way to other vehicles in accordance
with ATS unit instructions;
d) notwithstanding the provisions of a), b) and c), vehicles
and vehicles towing aircraft shall comply with instructions
issued by the aerodrome control tower.
3.9 Provision of radar
Recommendation.- Radar systems should provide for the
display of safety-related alerts and warnings, including conjlict
alert, conflict prediction, minirmun safe altitude warning and
unintentionally duplicated SSR codes.
3.10 Use of surface movement radar (SMR)
Recommendation.- In the absence of visual obsewation
of all or part of the manoeuvring area or to supplement visual
observation, surface movement radar (SMR) provided in
accordance with the provisions of Annex 14, Volume I, or
other suitable surveillance equipment. should be utilized to:
a) monitor the movement of aircrafr and vehicles on the
manoeuvring area;
b) provide directional information to pilots and vehicle
drivers as necessary; and
c) provide advice and assistance for the safe and efficient
movement of aircrafr and vehicles on the manoeuvring
area.

Movement Guidance and Control Systems (A-SMCGS) Manual

CHAPTER 4. FLIGHT INFORMATION SERVICE
4.1 Application
4.1.1 Flight information service shall be provided to all
aircraft which are likely to be affected by the information and
which are:
a) provided with air traffic control service; or
b) otherwise known to the relevant air traffic services units.
Note.- Flight information service does not relieve the
pilot-in-command of an aircraft of any responsibilities and the
pilot-in-command has to make the final decision regarding any
suggested alteration of jlight plan.
4.1.2 Where air traffic services units provide both flight
