The primary DINS system NOTAMWeb WWW.NOTAMS.JCS.MIL page incorporates many features to assist the user when retrieving NOTAM requests. Real time NOTAM data is available, and contains all NOTAMs validated by the U.S. NOTAM System (USNS), which includes domestic, international, military and from Flight Data Centers (FDC).

Aircrews using DINS will not need to consult FLIP to determine if a location has NOTAM support. DINS will provide a plain language notice, highlighted in red, when a requested location is not in the U.S. NOTAM System. If the requested location is not covered, it does not transmit NOTAM information to the USNS. NOTAM information for airports not covered by USNS can be obtained from the appropriate country’s Aeronautical Information Service (AIS) or you must contact the requested location to receive NOTAM information.

DINS will allow users to request NOTAM information in either Raw Text or Report Text format. Raw text is the international machine readable ICAO format with multiple report fields, NOTAM series, and NOTAM numbers displayed. Report Text is the translated NOTAM summary format which aircrews find desirable. Report Text format will also insert a blank line between each NOTAM to improve their readability.

Special Notices and Center (ARTCC, US and ACC, worldwide) are available. Special Notices and ARTCC NOTAMS are available as user selectable from the DoD NOTAM System menu, ACC NOTAMS are available via ICAO Identifier.

ALTERNATE LOCATION - Use WWW.NOTAMS.FAA.GOV to retrieve NOTAMs should the primary DINS server be out of service.

Aircrews, clearing from locations with no access to DINS, can obtain a NOTAM briefing by contacting one of the installations listed in the FLIP, Flight Information Handbook, section C, or the nearest Aeronautical Information Service.

All instrument procedures suspended by NOTAM due to a pending revision to DoD FLIP will be annotated on NOTAM summaries as "Not Authorized". This indicates that a major revision to the published procedure has been affected by the Federal Aviation Administration/Host Country/ and the currently published procedure is no longer valid. Therefore, any clearance issued by an Air Traffic Control agency for a procedure NOTAMed "Not Authorized" would not be valid for DoD FLIP users. Rationale: A procedure that has been NOTAMed "Not Authorized" may not be used by DoD FLIP users.

The following NOTAM will appear as a location NOTAM: “GPS ONLY NPA NOT AVBL FROM 29 MAY 1500 TIL 29 MAY 1520”. This means that Non-Precision Approaches utilizing the Global Positioning System only is not available for that location during the time specified. This NOTAM is computer generated at the US NOTAM Office and is self-canceling. No action on this NOTAM is required from Airfield Management or Flight Planning personnel.

The DINS system displays SNOWTAM NOTAMs for select OCONUS locations. A SNOWTAM is originated and issued whenever the presence, removal or significant changes in hazardous conditions occur due to snow, slush, ice or water contaminants. Line 5 of the SNOWTAM NOTAM shows the NOTAM number, prefaced by “SWBI”, i.e. SWBI0372. ICAO Document, Annex 15, Appendix 2 describes the SNOWTAM format. An excerpt is provided below: The format normally contains the following 17 lines: Line 1: A) field. Aerodrome location indicator Line 2: B) field. DTG of observation or measurement completion in UTC Line 3: C) field. Runway designators Line 4: D) field. Cleared runway length if less than published length Line 5: E) field. Cleared runway width if less than the published width Line 6: F) field. Deposits over total runway length. Observed on each third of the runway, starting from threshold having the lowest runway designation number Line 7: G) field. Mean depth (mm) for each third of total runway length Line 8: H) field. Friction measurements on each third of runway and friction measuring device Line 9: J) field. Critical snowbanks Line 10: K) field. Runway lights Line 11: L) field.
