(a)
If intercepted in territorial airspace (as defined in subparagraph c. (3)(a) of a foreign country, comply with direction to depart territorial airspace or comply with direction to land, provided landing can be safely accomplished (e.g., suitable airfield). Upon landing, immediately contact United States embassy for assistance.
(b)
If intercepted in International airspace, International straits, or archipelagic sea lanes, aircraft should continue on planned routes of flights. Advise foreign authority and/or interceptor that it is a United States military aircraft and in accordance with International law, the aircraft is operating in International airspace, exercising the right of transit passage of an International strait, or exercising the right of archipelagic sea lanes passage. An aircraft Commander always retains the responsibility
for the safe conduct of the flight and has the option of landing the aircraft if, in the aircraft Commander's view, he has no other option than to follow the directions of an interceptor to prevent loss of life. If forced to land, immediately contact United States embassy for assistance.
e. OPERATIONAL GUIDANCE -
(1) The policy and procedures in paragraphs 3. and 4. are applicable to all DoD aircraft. However, responding to the authority of a coastal or archipelagic state, or complying with direction to land, pursuant to paragraph 4., may be contrary to mission specific operating procedures (e.g., Peacetime Application of Reconnaissance Programs (PARPRO) ) or rules of engagement. In those instances, the operating procedures and rules of engagement prevail. Such mission specific procedures or rules must have Joint Staff approval before CINC implementation.

11-1 REQUIREMENTS
a.
The FLIP Coordinating Committee (FCC) is the central organization for controlling FLIP products. The FCC is comprised of three voting members; the US Army Aeronautical Service Agency represents the Army, the Naval Flight Information Group represents the Navy and Marine Corps, and the Air Force Flight Standards Agency represents the Air Force. The National Geospatial-Intelligence Agency (NGA), as the functional manager for DOD flight data and products, is represented by an individual from the Office of Military Support (OMS) who sits with the Armed Service representatives as a non-voting member. The FCC first insures that new requirements are proper for incorporation into FLIP and then considers operational needs and resource impacts of the new requirements. Once the FCC unanimously approves a new requirement for FLIP, it is passed by OMS into NGA for production scheduling or acquisition resourcing. If scheduled the FCC is notified by OMS of the expected delivery date. If unresourced the FCC must resubmit annually. If an Armed Service develops a requirement that does not gain unanimous FCC approval it may be individually submitted through each Service's GI&S requirements chain for competitive prioritization with other requirements and fulfillment.
b.
Military service components within CONUS address suggestions and recommendations regarding current, new or revised FLIP products, data, or format changes directly to their own representive as described in paragraph 11-2.
c.
A FLIP Maintenance Working Group (FMWG) was sanctioned by the FCC to validate for accuracy and currency all FLIP data pertinent to FLIP theater Operations. The FMWG chairperson administers three Theater FLIP Maintenance Working Groups (TFMWG) (ENAME, PAA and C&SA). The TFMWGs represent the concerns of the theater military service components and is the initial forum to address current, new, or revised FLIP products, data, or format changes. TFMWG recommendations are forwarded to the FMWG chairperson for consolidation and coordinated with the other TFMWGs. The FMWG chairperson forwards final recommendations to the FCC for action.
