“Given that ECBC is on
the tail end of administering
the Cape Breton Growth
Fund, it’s an opportune
time for the review. The
mandate review basically
serves a four-pronged
purpose: 1) to assess the
continuing relevance of
the crown corporation; 2)
to provide information for
the minister responsible for
it (in this case, MP Peter
MacKay) which may be
used to reconfi rm or amend
or change its mandate; 3)
to assess the effectiveness
or effi ciency of the crown
corporation in meeting
government economic
development objectives;
and 4) to provide options or
alternatives on its (ECBC’s)
future.”
Gauthier added that
the mandate review
process starts with no prior
conclusions and starts with
a blank slate. “It would
be premature to speculate
about a mandate review,”
said Gauthier.
Gauthier said a fi veperson
steering committee
was set up last summer, and
work has already begun on
the process and a request
for proposals to fi nd a third
party consultant expected to
be selected this month. That
steering committee is made
up of ACOA’s vice president
of fi nance, ECBC’s acting
CEO (Marlene Usher), a
senior management offi cial
of another government
department, and two ECBC
client stakeholders.
Once a third-party
consultant is chosen for the
process that consultant is
expected to have some input
over the nature of the public
input into the mandate
review process. The
mandate review is expected
to take 6-8 months, and
once the consultant creates
a report it will be used “to
reconfi rm or amend the
(ECBC) mandate.”

The eye and the imagination of the beholder
What is on the other side of that
promontory? What is the name of that
mountain? Are there trails to the top?
What could you see from the summit? Who
are the people who live there now/who
lived there years ago? Did they have any
connection with Cape Breton?
On a bright winter afternoon, as the sun
approaches the time for it to disappear
into the Gulf of Lawrence, the sky behind
Cape George across the bay from Judique
is a perfect watercolour wash of hues
– light to darker to even more dark to the
darkest at the edge of the horizon. Could a
skilled painter with brush and watercolours
capture with exactitude the various shades
of blue and rust and purple?
There as well is the dark shape of
Cape George rising from the edge of the
“wine-dark sea.” Yes, indeed, that is Cape
George (no, not Prince Edward Island as
I heard a local resident once tell a visitor).
The mountain is a graceful solid shape
attached indeed to the peninsula jutting
out from the rest of Antigonish County. A
fascinating maze of walking trails may be
found across the top and down the sides.
What is on the other side? What lies
beyond? If I went by road or water, what
would I find? The imagination encourages
a viewer to wish to know more. Just as the
beauty of the scene urges the photographer
or the painter or even the graphic designer
to retain the moment for a period of time,
if not for eternity, the wish arises in one’s
mind to know more, to explore more.
What do you see? What does each of us
behold?
For many years, indeed for more than
two thousand years on record, the phrase
“beauty is in the eye of the beholder” has
