d. where practicable, maintain surveillance of aircraft activity
within the CTR and on the aerodrome.
25.2.2 ATC may restrict VFR operations:
a. to reduce congestion in the traffic circuit, and maintain an orderly
flow of traffic; and
b. to facilitate the movement and separation of IFR aircraft.
26. TRAFFIC INFORMATION
26.1 Traffic information shall be issued by ATC when:
a. the pilot of one aircraft is required to give way to, follow, or
otherwise adjust the aircraft’s flight path relative to that flown
by another aircraft; and/or
b. the relative positions of aircraft cannot be established, and a
collision or near miss may be likely unless one or both aircraft
adjust their respective flight paths. In this case an alerting service
will be prefixed by the cautionary word ALERT.
26.2 The provision of traffic information does not absolve the pilot from
keeping a good lookout and manoeuvring as required to avoid
other traffic.
27. CLEARANCES
27.1 Clearances – All Operations
27.1.1 Individual clearances are required for:
a. take-off and landing;
b. taxiing across or along active runways;
Note: An instruction to HOLD SHORT OF RUNWAY (number)
[LEFT (or RIGHT)] requires a pilot to hold at a marked holding
point or hold short of the runway strip.

c. turns in a direction contrary to the circuit for a particular runway;
Note: An ATC circuit entry instruction constitutes a clearance for a
contrary turn, if required to comply with the instruction.
d. circuits at a height different to the circuit altitude published in
ERSA for the particular GAAP aerodrome; and
e. operations on routes or at altitudes different from those published
in ERSA for a particular GAAP aerodrome.
27.2 Clearances in VMC (Day or Night)
27.2.1 A clearance is required prior to operations in a GAAP CTR.
27.2.2 A clearance to take off, or instruction for circuit entry or transit, constitutes
this clearance.
27.2.3 A pilot must not make a flight under the VFR in a GAAP CTR when
VMC does not exist. At pilot request, ATC may authorise operations,
in less than VMC within these zones, by the issue of a SPECIAL
VFR clearance (ENR 1.2 para 1.2 refers).
27.3 Clearances in IMC
27.3.1 Clearance requirements for flights in IMC are as for Class C CTRs.
28. AERODROME AND TERMINAL INFORMATION
28.1 Aerodrome terminal information is broadcast on the ATIS, when
available. Any changes to the ATIS will be broadcast on the SMC
frequency at the time of the change and on the ADC frequency
when appropriate.
28.2 When ATIS is not available, terminal information shall be provided
by ATC. This will include runway, wind and QNH. Landing information
may be requested with the inbound report.
28.3 Whenever parallel runways are utilised for simultaneous contracircuits,
the circuit direction must be determined as follows :
a. Where runway RIGHT is nominated, the circuit is right-hand.
b. Where runway LEFT is nominated, the circuit direction is left–
hand.
29. TAXIING
29.1 Prior to taxiing or conducting ground operations on the manoeuvring
area, the pilot must:
a. check that the radio receiver is functioning correctly; and

Note: The preferred method is to monitor the ATIS.
b. obtain the current ATIS.
Note: If a continuous listening watch has not been maintained on
the SMC frequency since monitoring the ATIS, the currency of the
ATIS must be confirmed.
29.2 If the nominated runway is not operationally suitable, the pilot in
command must advise ATC by using the phrase “REQUIRE RUNWAY
(number) [LEFT (or RIGHT)]”.
29.3 If another runway is preferred, but not operationally required, the
pilot in command must advise ATC by using the phrase “REQUEST
RUNWAY (number) [LEFT (or RIGHT)]”.
29.4 A taxi call must be made by:
a. IFR flights;
b. VFR flights departing into adjacent controlled airspace; and
c. pilots requesting special operations; eg, crosswind training or
operations specified in para 23.2.
29.5 When a taxi call is required, the following information must be provided
to ATC (on SMC frequency where provided) when ready to
taxi or taxiing prior to entering the manoeuvring area:
a. aircraft call-sign and type;
b. number of POB (for IFR flights operating other than RPT);
c. identification of ATIS code received;
d. flight rules, if IFR;
e. intentions (crosswind circuit training, first intended landing
point, etc); and
