(5) aircraft participating in Medical (MED 2) operations;
b. with equal status:
(1) general aviation aircraft proceeding to a primary aerodrome;
(2) military and civil training flights; and
c. other operations.
10.4 Notwithstanding para 10.3, at Sydney, the following order of priorities
will apply:
a. with equal status:
(1) scheduled commercial air transport operations into and
out of Sydney;

(2) non-scheduled commercial air transport of BA146 and
heavier types to and from Sydney (Kingsford Smith)
aerodrome;
(3) military aircraft, except training flights;

– State Governors or the Administrator of the
Northern Territory,
– State Premiers or the Chief Ministers of the
Northern Territory and the Australian Capital
Territory;
(5) MED 2 operations;
b. all other non-scheduled commercial air transport operations
proceeding to and from Sydney (Kingsford Smith) or Sydney/
Bankstown aerodromes not covered in sub-sub-para a.(2)
above, excluding balloons;
c. with equal status:
(1) general aviation aircraft proceeding to or from Sydney
(Kingsford Smith) or Sydney/Bankstown aerodromes;
(2) military and civil training flights;
d. other operations.

GEN 1.4 ENTRY, TRANSIT AND DEPARTURE OF CARGO
1. CUSTOMS REQUIREMENTS
1.1 Air cargo being landed in Australia must be reported to Customs
by the responsible aircraft operator in an approved format using
the Customs Air Cargo Automation (ACA) System, or in manual
format in exceptional circumstances. (This requirement can be
undertaken by a cargo de-consolidator, by arrangement).
1.2 A cargo report, declaring the specific air waybill details of a
consignment, must be transmitted to Customs via the ACA
System for all imported consignments. Cargo reports must be
transmitted at least two (2) hours prior to flight arrival or, in
exceptional circumstances, a manual format can be used;
however, a report must be provided no later than three (3) hours
after the arrival of the flight. A hard copy of the cargo manifest is
not required if the carrier has fully reported the cargo on the
Customs ACA System. If the format is manual, one copy of the
manifest is required.
1.3 A commercial entry for consignments valued at A$250 or above
must be provided. Commercial entries are provided via the
Customs COMPILE system or in documentary form.
1.4 Informal CIearance Documents (ICDs) must be provided for those
consignments valued at below A$250, but which attract A$50 or
more in duty and sales tax.
1.5 All air cargo consignments of diplomatic and consular goods
require a cargo report and, apart from official diplomatic and
consular bags, if valued at above A$250 a commercial entry must
be lodged. All diplomatic and consular goods are exempt Customs
duty and tax (if any) and cost recovery charges. A form B165 must
be provided for all consular goods other than official
diplomatic/consular bags.
1.6 All transshipped cargo requires an electronic report two (2) hours
prior to flight arrival, at least to the master air waybill level. Cargo
destined for transshipment will be issued with a P300
transshipment status on arrival via the ACA System. P300 status
must be acquitted prior to departure through the EXIT system.

1.7 No clearance documents are required with respect to cargo
retained on board an aircraft for on-carriage to a destination
outside Australia.
1.8 Air cargo being exported from Australia must be reported to
Customs by the pilot or owner of the aircraft in the form of an
outward manifest. This is normally done in electronic form using
the Customs EXIT system, or in manual formats. If the format is
manual, one copy is required.
1.9 The exporter must lodge an export entry with Customs and obtain
a “clear” export clearance number before the cargo may be loaded
for export.
1.10 A Final Manifest Acknowledgment (FMA) is supplied by Customs.
2. QUARANTINE REQUIREMENTS
2.1 Imported air cargo of quarantine interest (fruit and vegetables, live
plant, animal, avian and aquatic species or commodities derived
from these products) must be reported via the Customs ACA
System, or in an acceptable manual format.
