4.2.5 All persons entering Australia who are in possession of
AU$10,000 or more in Australian currency, or equivalent foreign
currency, must file a currency report with Customs. Reporting
forms for this purpose are available from Australian Customs at air
and sea ports, or from the Australia Transaction Reports and
Analysis Centre (AUSTRAC). There is no limit to the amount of
currency that can be brought into Australia, but failure to declare
the currency may result in seizure and prosecution.
4.2.6 After the examination of crew and passenger baggage has been
completed, and Customs duty and tax (if any) paid, the persons
concerned will be authorised to remove their baggage from the
Customs examination area.
4.3 Outward Clearance – Documentation
4.3.1 The pilot in command (or authorised agent) of an aircraft departing
from a designated international airport, which is the first airport of
departure from Australia, shall furnish the following documents to
the Customs Officer:
a. General Declaration 3 copies
b. Cargo Manifest 2 copies
A hard copy of the cargo manifest is not required where the
carrier has full EDI with the Customs EXIT system. A final
Manifest Acknowledgment (FMA) to be supplied to Customs.

c. List of Stores – (viz : narcotic drugs, beer, wines, spirits and
tobacco products) 1 copy.
(This list may be prepared on a Cargo Manifest form if
desired).
d. Export Permits (when required), covering cargo and stores
laden on board.
Note: The Customs Officer will sign and stamp the second copy of
the General Declaration and return it to the pilot in command or
authorised agent together with one copy of each attached
manifest. This document constitutes the outward clearance for the
aircraft.
4.3.2 When aircraft landing in Australia are in transit, the pilot in
command or authorised agent will present documents for inward
clearance as set out in para 4.1.1 of this section. The Customs
Officer will sign and stamp the General Declaration presented on
arrival in Australia and return it to the pilot in command together
with one copy of each attached manifest. This document
constitutes the outward clearance for the aircraft.
4.4 Currency
4.4.1 There is no limit to the amount of currency (notes and coins) that
may be brought into, or taken out of, Australia. However, if
persons are carrying currency of AU$10,000 or more (or the
foreign equivalent) into or out of Australia, they must declare this
fact to Customs on arrival or departure. International Currency
Transfer Report Forms are available from Customs on request.
4.5 Passenger Examination
4.5.1 The baggage of outward passengers may be subject to Customs
examination. A currency report mentioned in para 4.4.1 above,
where applicable, must be presented to the Customs Officer
4.6 Passenger Movement Charge
4.6.1 Passengers departing Australia are required to pay the Passenger
Movement Charge whether ticketed or not. See GEN 4.1 Section
2.
4.7 Customs Publications
4.7.1 Airline companies and other interested persons may obtain copies
of a pamphlet entitled “Customs Information for Travellers” which
deals with duty exemptions and general customs information.

5. TRANSIT PASSENGERS – CLEARANCE REQUIREMENTS
AND PROCEDURES WITHIN AUSTRALIA
5.1 Immigration Requirements
5.1.1 Passengers who are in direct transit on nominated through-flights
will not be required to complete Incoming or Outgoing Passenger
Cards. This concession applies irrespective of whether the
passengers are transiting on the same aircraft or whether, at the
Australian airport, a different aircraft is substituted for the
remainder of the flight.
5.1.2 Passengers disembarking in Australia (ie, leaving the transit area)
from such a through-flight must present travel documents, visas,
Incoming Passenger Cards and airline tickets evidencing
confirmed onward booking to a third country and passports.
5.1.3 Passengers joining a through-flight in Australia for carriage
beyond Australia must present Outgoing Passenger Cards, airline
tickets, boarding passes and national passports.
5.1.4 The Department of Immigration and Multicultural Affairs wish to be
notified in advance of those flights which will be through-flights in
this context. The arrangements set out above for passengers in
direct transit on such flights will apply only in respect of flights so
