IFR and VFR must indicate:
a. in the Flight Rules section of the flight notification, the flight
rules applicable to the first route segment of the flight plan, Y to
indicate IFR first then VFR, or Z to indicate VFR first then IFR;
b. in Field 15 of the flight notification, the position at which the
change of flight rules will occur; and
c. for each subsequent stage, the flight rules applicable to that
stage, with a change in Field 15 if applicable.
Note: The use of Y or Z must not be used to indicate a variation of
flight rules between individual stages. Where the flight rules field is
left blank on a multistage flight, the previous flight rule will apply.
3. AVOIDANCE OF MULTIPATH EFFECTS ON ILS SIGNALS
3.1 Multipath effects of ILS facilities may be caused by an aircraft of a
particular size passing in front of the glide path antenna or operatGEN

ing in close proximity to the localizer antenna. These effects consist
of signal fluctuations of the glide path or localizer. In order to
avoid multipath effects, restrictions apply to airport traffic when the
following meteorological conditions exist:
a. BKN or OVC cloud at or below 600FT, and/or
b. visibility at or below 2,000M.
3.2 The traffic restrictions applied in the above conditions are as follows:
a. Glide Path Interference – fixed-wing aircraft of Performance
Category C and above, and all rotary wing aircraft, will be held
clear of the glide path critical area (see Note 1) when an aircraft
executing an ILS is between the OM and the landing threshold
or, if the OM is not available, between 4NM final and the landing
threshold.
b. Localizer Interference – except as specified below, aircraft
operations or aircraft under tow will not be authorised to operate
in an area which will affect the localizer (see Note 2) during
the time an arriving aircraft is on an ILS between the OM (or
4NM final if OM not available) and the landing threshold.
Note 1: The glide path critical area is a volume of airspace encompassing
the lateral dimensions of the defined critical area from
ground level up to a height of 100FT (30M).
Note 2: The localizer area to be protected is that area bounded by
the runway strip within 1NM of the LLZ antennae on or over the
runway strip of the appropriate runway extended to include the
LLZ antennae.
3.3 The above localizer interference restrictions are not applicable
when:
a. a preceding aircraft on the same or another runway will pass
over or through the area while landing or exiting the runway; or
b. a preceding departing aircraft or an aircraft carrying out a
missed approach on the same or another runway will pass
through or over the area; or
c. an arriving aircraft has reported the runway in sight or is carrying
out a circling approach to another runway.
3.4 In order to facilitate advice of possible multipath effects, pilots
should advise ATC if carrying out a “coupled”, “autoland” or similar
approach. ATC will use the phrase “ILS CRITICAL AREA NOT
PROTECTED”.

GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF
PASSENGERS AND CREW
1. INTRODUCTION
1.1 The Australian requirements for entry and departure of aircraft
engaged in international flights, and the standard procedure for
clearance of these aircraft at Australian designated international
airports, are advised for the information and guidance of operators
conducting international flights to and from Australia.
1.2 The standard procedures are designed to facilitate the clearance
of passengers through the three stages of examination –
Customs, Health, and Immigration.
2. SUMMARY OF DOCUMENTS TO BE PRESENTED BY PILOT
IN COMMAND OR AUTHORISED AGENT
Note: All required documents must be furnished in English, and
originals and all copies must be completely legible. Names should
be shown in block letters, and with regard to names of passengers,
initials at least are to be inserted. Care must be taken to ensure
that all documents are fully and accurately completed.
2.1 At First Airport of Call in Australia
General Declaration 3 copies
“Note: The surname, initials, date of birth, and sex of all crew
members are to be included on the General Declaration.”
Cargo Manifest 1 copy
A cargo report can be provided to Customs electronically at least
two hours prior to aircraft arrival, or, in exceptional circumstances,
in manual format no later than three (3) hours after aircraft arrival.
