314 結合新農村建設,進行基本農田規劃
機場周邊有大量的村莊和農田,水稻、小麥等農作
物和瓜果類經濟作物是鳥類的重要食物,村民飼養牲
畜的養殖場所是鳥類的覓食場所,栽種的樹木又都是
鳥類棲息和營巢之處,還有村民飼養的家鴿,這些都對
機場的鳥擊防范工作增加了的難度。因此,可利用新
農村建設的契機,民航部門與當地政府部門積極溝通,
請當地政府在進行新農村建設時,充分考慮到機場鳥
擊防范工作,有計劃地將機場周邊住戶遷走,將機場周
邊的農田種植不招引鳥類的作物,減少鳥類在機場上
空及周邊的活動。
315 加大投入,建立科學的管理模式
在生態環境日益改善,全社會保護鳥類、保護生物
多樣性的今天,要想有效地防止鳥類“入侵”機場,杜
絕鳥擊航空器事故的發生,除了領導高度重視以外,還
必須加大投入,建立科學的管理模式。首先應進行科
學的調查,繪出一年中不同季節鳥類在飛行區、內水平
面以及錐形面的分布圖,并收集世界各大機場發生鳥

擊事故的資料,建立鳥情信息系統。安排具有生命科
學知識的人員參與此項工作,建立鳥類(及相關動植
物)標本室,研究各種鳥類與環境的關系,更加科學系
統地開展鳥擊防范工作。

Abstract: The survey of birdswas carried out in Huangshan airport and periphery from Ap ril 2006 to November 20071 The
