1.1 航空器在中華人民共和國飛行情報(bào)
區(qū)、責(zé)任區(qū)內(nèi)飛行,應(yīng)遵守國際民用航空公約
附件2、附件11 和4444 文件中的有關(guān)規(guī)定和
程序。
注:具體差異詳見GEN1.7
1.1 All aircraft operating within the FIRs and AOR of the
People's Republic of China shall follow the rules and procedures of
ICAO Annex 2, Annex 11 and Doc 4444.
Note: Please refer to subsection GEN1.7 for specific differences.
1.2 航空器在中華人民共和國飛行情報(bào)
區(qū)、責(zé)任區(qū)內(nèi)飛行,還必須遵守《中華人民共
和國民用航空法》、《中華人民共和國飛行基
本規(guī)則》,以及《中國民用航空空中交通管理
規(guī)則》等法規(guī)。
1.2 All aircraft operating within the FIRs and AOR of the
People's Republic of China shall also abide by the Civil Aviation
Law of the People's Republic of China, the General Flight Rules of
the People's Republic of China, and the Rules Governing the Air
Traffic Management of China Civil Aviation etc.

1.3 General regulations
1.3.1 航空器進(jìn)、出中華人民共和國飛行情
報(bào)區(qū)、責(zé)任區(qū),必須按照規(guī)定向中華人民共和
國有關(guān)機(jī)關(guān)提出申請,經(jīng)批準(zhǔn)后方可執(zhí)行。
1.3.1 All aircraft shall be subject to approval in accordance
with the relevant provisions of the People's Republic of China for
entry into or exit from the FIRs and AOR of the People's Republic
of China.
1.3.2 未經(jīng)批準(zhǔn)擅自進(jìn)、出中華人民共和國
領(lǐng)空的航空器,中華人民共和國有關(guān)機(jī)關(guān)有權(quán)
采取必要措施,令其在指定的機(jī)場降落。
1.3.2 The relevant authority of the People's Republic of China
has the right to take necessary actions against any aircraft if it flies
into or out of the territorial airspace of the People’s Republic of
China without authorization and order it to land at a designated
aerodrome.
1.3.3 航空器在中華人民共和國飛行情報(bào)
區(qū)、責(zé)任區(qū)內(nèi)的航路飛行時(shí),由中國民用航空
總局負(fù)責(zé)提供空中交通管制服務(wù)、飛行情報(bào)服
務(wù)和告警服務(wù)。
1.3.3 When aircraft fly along airways within the FIRs and
AOR of the People's Republic of China, the General
Administration of Civil Aviation of China shall provide the aircraft
with the air traffic control service, flight information service and
alerting service.
1.3.4 航空器進(jìn)、出中華人民共和國飛行情
報(bào)區(qū)、責(zé)任區(qū)違反ENR 1.1 第1.1 和1.2 款規(guī)
定的,中華人民共和國有關(guān)空中交通管制部門
有權(quán)采取措施,令其糾正。情節(jié)嚴(yán)重的,有關(guān)
1.3.4 Where an aircraft in entry into or exit from the FIRs and
AOR of the People's Republic of China is found in violation of the
provisions of subsection ENR 1.1, item 1.1 and item 1.2, the
relevant air traffic control department of the People's Republic of

部門可以采取必要措施,直至迫使其在指定機(jī)

China has the right to take actions and order it to make remedial
action and, in serious case, to take necessary measures to the extent
of forcing it to land at a designated aerodrome.
1.4 空中交通管制運(yùn)行管理
1.4 ATC operational management
1.4.1 一般規(guī)定
a. 在中華人民共和國情報(bào)區(qū)、責(zé)任區(qū)內(nèi)飛
行,航空器必須按照批準(zhǔn)的航路、機(jī)場
飛行。
b. 航空器必須在指定的無線電頻率上與中
華人民共和國有關(guān)空中交通管制部門聯(lián)
絡(luò)并接受管制。
如需改變規(guī)定的航行諸元,必須向空中交
通管制部門提出申請,經(jīng)批準(zhǔn)后方可執(zhí)行。
1.4.1 General regulations
a. All aircraft flying within the FIRs and AOR of the People's
Republic of China are required to operate along the approved
airways and at the designated airports.
b. All aircraft shall establish contact with the relevant ATC
department of the People's Republic of China on the assigned
radio frequencies and accept its control.
Any change in the specified parameters of air navigation shall be
filed with the ATC and subject to its approval prior to
