證或認可證書頒發(fā)程序
3. Procedures for the issue of a license, certificate and
validation certificate to foreign pilot of civil aircraft
3.1 申請 3.1 Application
3.1.1 申請中國民用航空總局頒發(fā)執(zhí)照和合格
證的外籍飛行人員，應委托所服務的中國民
用航空部門提出申請，并提交國際民用航空
公約締約國民航當局頒發(fā)的有效執(zhí)照及其體
格檢查合格證原件。受委托的部門對申請人
提供的文件經復核符合條件后，在其開始工
作前30 天報民航地區(qū)管理局，地區(qū)管理局審
查后報中國民用航空總局。
3.1.1 A foreign pilot applying for a license and certificate issued
by CAAC shall submit his application together with an original
valid license and a current medical certificate issued by the
aviation authority of an ICAO member state through the Chinese
department providing civil aviation operations for which the pilot
is working. The entrusted Chinese department shall then submit the
application to the Regional Administration of CAAC at least 30
days before the pilot starts working provided that the application
has been reviewed and the pilot is qualified. The Regional

Administration of CAAC shall thereafter submit the application to
CAAC Headquarters for approval.
3.1.2 申請來華培訓學員合格證的外籍飛行
人員，應委托負責培訓的飛行學院提出申
請，并提供國際民用航空公約締約國民航當
局頒發(fā)的有效體格檢查合格證和執(zhí)照或教員
簽字的飛行經歷證明。受委托的院校對申請
人提供的文件經復核符合條件后，在開始學
習前30 天報中國民用航空總局。
3.1.2 A foreign pilot who comes to China for training and
application for a student certificate shall provide a valid license and
a current medical certificate issued by the aviation authority of an
ICAO member state or flight experience statement endorsed by his
instructor through the flying institute providing training courses.
The entrusted institute shall subsequently submit for approval the
application of the applicant to CAAC at least 30 days before the
training begins.
3.1.3 在國外訓練中國學員的外籍飛行教
員、地面模擬機飛行教員，需要接受中國民
用航空總局對其資格的認可。申請人應委托
中國送訓部門申請教員合格證或教員認可證
書，并提供國際民用航空公約締約國民航當
局頒發(fā)的有效執(zhí)照和教員合格證、體格檢查
合格證原件。受委托的部門對申請人提供的
文件經復核符合條件后，在其開始培訓前30
天報中國民用航空總局，頒發(fā)飛行教員合格
證或執(zhí)照認可證書。
3.1.3 The qualifications of a foreign flight instructor or flight
simulator instructor who provides training to Chinese trainees
abroad shall be validated by CAAC. The applicant applying for an
instructor certificate or an instructor validation certificate issued by
CAAC shall submit his original valid license, instructor certificate
and a current medical certificate issued by the aviation authority of
an ICAO member state through a Chinese department in charge of
sending trainees abroad. The Chinese department shall then submit
the application to CAAC at least 30 days before the
commencement of the training to allow CAAC to issue the
instructor certificate or instructor’s license validation certificate.

3.2.1 民航地區(qū)管理局受理申請并審核簽署
意見后，上報中國民用航空總局。由中國民
用航空總局審定合格后頒發(fā)執(zhí)照、合格證。
3.2.1 The Regional Administration of CAAC shall undertake to
handle and endorse the above applications prior to their submission
to CAAC Headquarters. CAAC Headquarters will issue the
licenses or certificates after examination.
