2.1.5 加班飛行, 由同中華人民共和國政府簽
訂協定的對方政府指定的航空運輸企業, 最遲
要在預計飛行開始前五天或者按照協定所規定
的時間, 向中國民用航空總局提出, 經獲得許可
后, 才能進行。
2.1.5 The application for any additional flight shall be filed
with the General Administration of Civil Aviation of China by the
airline designated by the Government of the other party of the
agreement at least five days before the anticipated flight or within
the time limit specified in the agreement. The flight can be operated
only after permission thereof has been obtained.

航前60 天向中國民用航空總局書面提出；申
請書由航空公司總部負責人簽發，一式兩份，
使用中文或英文。
in Chinese or English, an application letter to CAAC for Operating
Permit at least 60 days before the inauguration date. The
application letter shall be signed by the responsible person from the
head office of the airlines.
2.2.2 外國航空公司申請經營許可時必須提
供下列文件:
2.2.2 Application for Operating Permit shall be accompanied
with the following documents:
a. 所屬國政府頒發的可從事公共航空運輸
的航空運輸營業許可證；
a. Air Operator Certificate issued by the government of the
airlines' residing country for permitting the airlines to engage
in public air transport;
b. 所屬國政府指定該航空公司經營該國境內
地點至中華人民共和國境內地點協議航線
的文件；
b. Documents in which the foreign airlines is designated by the
government of the airlines' residing country to operate agreed
air services on the specified route(s) between point(s) within
the territory of the foreign country and point(s) within the
territory of the People's Republic of China;
c. 組織機構圖及董事會成員名單或主要負責
人名單；
c. Organization figure and name list of board of directors or
name list of its chief responsible persons;
d. 注冊證明； d. Company Registration Certificate;
e. 章程； e. Articles of Association
f. 航空器注冊證、維修證、適航證、噪音證
書以及機載無線電通訊許可證（指用于該
國至中國航線的航空器）；
f. Certificates for Aircraft Registration, Aircraft Maintenance,
Airworthiness, Aircraft Noise and Radio Station License for
the aircraft to be used on the specified route(s) between the
foreign country and China;
g. 在協議航線上使用規定航空器的各類保險
證明；
g. Insurance Certificates of the aircraft to be used on the
specified route(s) between the foreign country and China;
h. 客、貨運輸條件； h. General conditions of carriage for passengers and cargoes;
i. 近兩年的業務量統計及損益情況； i. The statistics of traffic volume, profits and losses for the last
two years;
j. 航線網絡圖表； j. Air route network chart;
k. 用于該國與中國航線的飛機的座位布局圖
表；
k. Cabin seat configuration of aircraft to be used on the specified
route(s) between the foreign country and China;
l. 總部地址、電話、傳真等資料； l. Address, telephone and fax numbers and other information of
the general office for the headquarters of the designated
airlines;
m. 由該國至中國的協議航線航班計劃； m. Flight schedules on the specified route(s) between the foreign
country and China;
n. 與中方航空運輸企業達成的有關商務協
議；
n. Commercial agreements reached with the airlines of China;
o. 經雙方政府批準的該航線的運價； o. Tariffs approved by the Chinese and foreign governments to
be applied on the specified route(s);

p. 如使用租賃的飛機經營該國與中國的協議
航班，除提交上述文件外，尚須提供如下
文件：
i. 租賃合同；
ii. 用于該國至中國的協議航線上的租機數
量;
iii. 用于該國至中國協議航線上的租機的注冊
許可及有關文件。
p. If leased aircraft is to be used for the operation of the agreed
air services on the specified route(s) between the foreign
country and China, the following shall be furnished in addition
to the above documents:
i. Leasing contracts;
ii. Number of leased aircraft to be used on the specified route(s)
between the foreign country and China;
iii. Registration Certificate and relevant documents and
information of the leased aircraft to be used on the specified
route(s) between the foreign country and China.
