CHARGES
此收費適用于中華人民共和國飛行情報
區和責任區內（不包括香港、澳門特別行政區
和臺灣省）的飛行。
Charges for air navigation services are applicable within the FIRs
and AOR of the People’s Republic of China (excluding Hong Kong
Special Administrative Region, Macao Special Administrative
Region and Taiwan province).
1. 航路航行服務 1. En-route air navigation services
1.1 收費基礎:
在中華人民共和國飛行情報區和責任區
內飛行,以適航證上規定的航空器最大起飛全
重和實際飛行的總距離為收費基礎。
1.1 Basis:
Total distance flown within the FIRs and AOR of the People's
Republic of China expressed in kilometers and the maximum takeoff
weight indicated in the certificate of airworthiness expressed in
tonne.

收費公式:
R=T×D/100×
R 代表收費額；
D 代表用千米表示的實際飛行總距離；
T=30.62 美元，代表單位費率；
MTOW 代表航空器最大起飛全重，不足一
噸按一噸計算。
Charge calculation formula:
R=T×D/100×
R: Total charge;
D: Total distance flown expressed in km;
T: Unit rate: U.S. dollar 30.62;%
MTOW: Maximum take-off weight expressed in tonne rounded
up to the higher tonne.
1.2 飛越中華人民共和國飛行情報區（責
任區）(三亞責任區除外)的航空器，按每千米
1 美元計收。飛越中華人民共和國三亞責任區
的航空器, 按每千米0.50 美元計收.
注：每次飛行的總距離以中國民用航空總局公
布的航路圖所標識的實際飛行距離為計算
依據.
1.2 For all flights overflying the FIRs (AOR) of the People's
Republic of China (excluding Sanya AOR), a charge of 1.00 U.S.
dollar per kilometer will be levied; for all flights overflying Sanya
AOR, a charge of 0.50 U.S. dollar per kilometer will be levied.
Note: The total distance of each flight shall be determined in
accordance with the actual kilometers of the air routes
specified in the En-route Chart (ERC) published by the
General Administration of Civil Aviation of China.

2. 豁免、減免
2. Exemptions and reductions
2.1 外國國家元首或政府首腦專機按對等
原則收取上述費用。
2.1 Special flights for heads of states or governments will be
charged on a reciprocal basis.
2.2 急救、救災飛行免收上述費用。 2.2 Charges listed above are exempted for first aid, rescue
and relief operations.

3.1 指定航空公司經營的定期航班、加班
以及包機在中華人民共和國境內起降的航路
費，按月支付給中國航空結算中心。如果用戶
是國際航空運輸協會清算所成員，中國航空結
算中心將通過清算所向用戶收取款項。

3.1 For scheduled flights, additional flights and charter flights
operated by designated airlines, taking off and landing within the
territory of the People’s Republic of China, their en-route charges
shall be paid to the Accounting Center of China Aviation (ACCA)
on a monthly basis. If the user is a member of IATA Clearing
House, payment will be made to ACCA through IATA Clearing
