當(dāng)國(guó)外有檢疫傳染病大流行時(shí),我國(guó)可以下令封鎖有關(guān)的國(guó)境或者采取其他緊急措
施。
When a quarantinable infectious disease is prevalent abroad, Chinese government may order the closure of
relevant sections of the border or adopt other emergency measures.
2.5
除實(shí)施電訊檢疫的航空器,均要求向檢驗(yàn)檢疫機(jī)構(gòu)提供總申報(bào)單。所提供的總申報(bào)單
中,衛(wèi)生檢疫申報(bào)部分應(yīng)當(dāng)填寫(xiě)完整并有機(jī)組成員簽字。
General declaration needs to be submitted to the inspection and quarantine agency except for aircraft
applying radio pratique. The health quarantine section in the general declaration is required to be filled in full
and signed by a crew member.

除實(shí)施電訊檢疫的航空器,均要求提供旅客艙單(也可用旅客名單電報(bào)代替)。
Except for aircraft applying radio pratique, a passenger manifest, which may be submitted by telegram, is
required.

除實(shí)施電訊檢疫的航空器,均要求提供貨物艙單。
Cargo manifest is required except for aircraft applying radio pratique.
2.9
貨物艙單應(yīng)采用紙質(zhì)和電子文本格式提交。
The cargo manifest shall be presented in paper or electronic pro forma.

根據(jù)境外傳染病流行病學(xué)依據(jù),對(duì)入境人員的身體檢查可能會(huì)超出三種檢疫傳染病的
范圍。
Physical examination on those coming from abroad may be performed beyond the scope of three
quarantinable diseases in accordance with the epidemiological evidences of communicable diseases.
3.16
海關(guān)將根據(jù)不同情況,采取書(shū)面申報(bào)及免于申報(bào)的不同作法。
Customs may adopt different methods including written declaration and exemption from declaration
according to different situations.

締約方可要求對(duì)空運(yùn)出口貨運(yùn)包括非伴隨行李進(jìn)行檢查。
Contracting States may require physical examination of cargo, including unaccompanied baggage, to be
exported by air.

7.1
來(lái)自外國(guó)的航空器因故被迫降落在國(guó)際機(jī)場(chǎng)以外地點(diǎn)時(shí),如果該地沒(méi)有設(shè)置衛(wèi)生檢疫
部門,航空器的機(jī)長(zhǎng)或其它負(fù)責(zé)人員應(yīng)盡力向就近的海關(guān)、衛(wèi)生防疫主管部門、航空
站和當(dāng)?shù)卣畧?bào)告。
When an aircraft from a foreign country is compelled under particular circumstances to land elsewhere other
than at one of the international airports, and if there are no health and quarantine agencies at the landing
place, the pilot-in-command or any other responsible person shall endeavor to report as soon as practicable to
the nearby Customs office, health and quarantine agencies, airport authority and local government.

After the landing of aircraft and before the arrival of quarantine officers, no persons are allowed to embark or
disembark the aircraft. To prevent the infectious disease from spreading, the pilot-in-command has the
obligation to keep order in the aircraft.

機(jī)場(chǎng)基準(zhǔn)點(diǎn)位于主跑道中線的中點(diǎn),而不是機(jī)場(chǎng)的幾何中心。
The reference point of the airport is located at the center point of the principal runway centerline, not the
geometric center of the airport.
5.2
增設(shè)跑道中心圓標(biāo)志。其位置位于從跑道入口計(jì)算的跑道全長(zhǎng)的1/2 處,形狀為一個(gè)帶有
四個(gè)缺口的圓環(huán)。
A circle marking on runway has been added at a place 1/2 of the total length of the runway calculated from
runway threshold in a shape of circular ring with four gaps.
5.3.3
在夜間使用的機(jī)場(chǎng),如存在:飛機(jī)主要依靠目視航行;經(jīng)常出現(xiàn)低能見(jiàn)度;由于周圍燈
光或地形使得難以在空中發(fā)現(xiàn)機(jī)場(chǎng)情況,均應(yīng)設(shè)機(jī)場(chǎng)燈標(biāo)。而不是必須設(shè)機(jī)場(chǎng)燈標(biāo)。
Airports for nighttime operations (if any) should have identification beacons under the following circumstances,
although these requirements are not mandatory:
l The aircraft principally fly by visual flight;
l Poor visibility is a common occurrence;
l Difficulty in identifying the airports due to the constraints of lighting and the terrain conditions in the
