三亞責任區飛行計劃要求
Flight Planning Requirement for Sanya Area of Responsibility (AOR)
1. 飛行計劃提交程序
1.1 所有進入三亞責任區的航空器，必須
填寫飛行計劃并發至三亞區域管制中心
(ZJSYZRZX) 、民航中南管理局調度室
(ZGGGZBZX）和中國民用航空總局空中交通
管理局運行管理中心(ZBBBZGZX)，飛行計
劃必須依照國際民航組織文件DOC4444
RAC/501 有關規定填寫。
1.2 所有在三亞責任區內機場起降的航空
器，以及飛經三亞責任區內空中交通服務航
路A202 的國家航空器，應按照現行飛行計劃
申請程序，預先從中國民用航空總局空中交
通管理局運行管理中心（ZBBBZGZX）獲得
許可，詳見中國AIP CHINA, GEN 1.2。
1.3 在2001 年11 月1 日至2002 年3 月
31 日期間，計劃在A202 航路上運行的定期
航班的航空器營運人應在運行前將本季度的
航班時刻表提交到ZBBBZGZX、ZGGGZBZX
和ZJSYZRZX，得到批準后方可實施。對于
在A1、P901、L642、M771、N892 航路上運
行的定期航班，航空器運營人也需將本季度
的航班時刻表提交到上述地址，但不需得到
批準。
1.4 從2002 年3 月31 日起，計劃在A202
航路上運行的定期航班的航空器營運人應提
前2 個月將各季度的航班時刻表提交到
ZBBBZGZX、ZGGGZBZX 和ZJSYZRZX，
得到批準后方可實施。對于在A1、P901、
L642、M771 和N892 航路上運行的定期航班，
1. Procedures for the submission of flight plans
1.1 All aircraft intending to fly within the Sanya AOR must
file a flight plan to Sanya ACC (ZJSYZRZX), the Regional
Administration of Civil Aviation of Middle-South China
(ZGGGZBZX), and Operations Management Center of the
General Administration of Civil Aviation of China(ZBBBZGZX).
The flight plan must be submitted in accordance with the
provisions of ICAO DOC 4444 RAC/501.
1.2 All aircraft departing from or landing at airports within
Sanya AOR, and state aircraft intending to operate on ATS route
A202, shall get prior approval from the Operations Management
Center of CAAC (ZBBBZGZX) in accordance with the existing
flight plan application procedures, which are detailed in GEN 1.2
of AIP China.
1.3 During the period from 1 Nov 2001 to 31 Mar 2002,
operators of scheduled flights intending to operate on route A202
shall submit the flight schedule of current season to ZBBBZGZX,
ZGGGZBZX and ZJSYZRZX before the operation, the operation
can be carried out only if approval has been given. For scheduled
flights operating on routes A1, P901, L642, M771 and N892,
operators are requested to also submit the flight schedule of
current season to the above addresses. However, no approval will
be necessary for these flights to operate.
1.4 With effect from 31 Mar 2002, operators of scheduled
flights intending to operate on route A202 shall submit the flight
schedule of each season to ZBBBZGZX, ZGGGZBZX and
ZJSYZRZX two months in advance, the operation can be carried
out only if approval has been given. For scheduled flights
operating on routes A1, P901, L642, M771 and N892, operators

航空器運營人也需提前2 個月將各季度的航
班時刻表提交到上述地址，但不需得到批準。
1.5 從現在起，計劃在A202 航路上運行
的非定期航班的航空器營運人應提前3 天向
ZBBBZGZX、ZGGGZBZX 和ZJSYZRZX 提
交飛行申請，得到批準后方可實施。對于在
A1、P901、L642、M771 和N892 航路上運行
的非定期航班，不需要事先申請批準。
1.6 所有計劃在三亞責任區內運行的航空
器營運人應至少在預計起飛時間前60 分鐘提
交飛行計劃。
1.7 任何計劃進入或飛越三亞責任區的航
空器，若其國籍登記代碼/號碼與飛行計劃表
格第7 項中的航空器識別標志不一致，必須
在飛行計劃表格第18 項中填入其國籍登記代
碼/號碼，同時填入到達三亞責任區積累的預
計經過時間（EET）。
2. 區域導航航路和RNP10 導航要求
在區域導航航路L642、M771、N892 和
P901 上運行的航空器必須滿足RNP10 要求，
并在國際民航組織飛行計劃表格第10 項中標
