5. Health and quarantine requirements applicable to
aircraft
5.1 入、出中華人民共和國國境的航空器
應(yīng)當(dāng)接受檢疫，獲取由檢驗(yàn)檢疫機(jī)構(gòu)簽發(fā)的相
關(guān)證書，經(jīng)檢驗(yàn)檢疫機(jī)構(gòu)許可后方準(zhǔn)入境或出
境。入境的航空器必須在最先到達(dá)的國境口岸
的指定地點(diǎn)接受檢疫；出境的航空器必須在最
后離開的國境口岸接受檢疫。
5.1 Aircraft shall be subject to quarantine inspection upon
entering or leaving the territory of the People’s Republic of China
and obtain relative certificate issued by the inspection and
quarantine authority. Permission of entry or exit can only be
granted by the inspection and quarantine authority. Entry aircraft
shall be subject to quarantine inspection at designated place at the
first frontier airport of their arrival. Aircraft going abroad shall be

subject to quarantine inspection at the last frontier airport of their
departure.
5.2 入境檢疫的航空器到達(dá)機(jī)場以后, 檢疫
醫(yī)師首先登機(jī)。 機(jī)長或者其授權(quán)的代理人，
必須向檢驗(yàn)檢疫機(jī)構(gòu)提交總申報(bào)單， 旅客名
單， 貨物艙單及其他有關(guān)檢疫證件； 對檢疫
醫(yī)師提出的有關(guān)航空器上衛(wèi)生狀況的詢問，
機(jī)長或者其授權(quán)的代理人應(yīng)當(dāng)如實(shí)回答。未經(jīng)
檢驗(yàn)檢疫機(jī)構(gòu)許可，任何人不準(zhǔn)上下航空器、
不準(zhǔn)裝卸行李、貨物、郵包等物品。
5.2 The quarantine doctor shall be the first to embark on the
aircraft, which is subject to entry quarantine upon its arrival at the
airport. The pilot-in-command of the aircraft or his agent shall
submit a general declaration, a passenger manifest, a cargo
manifest and other documents in relation to quarantine to the
inspection and quarantine authority. The pilot-in-command or his
agent shall reply in truth to the quarantine doctor's inquiries about
the sanitary conditions on board the aircraft. Without the
permission of the inspection and quarantine authority, no person is
allowed to embark or disembark, and no luggage, goods and postal
parcels are allowed to load or unload.
5.3 外國航空器因故降落在中國境內(nèi)非口
岸地點(diǎn)的， 航空器上機(jī)長或其代理人應(yīng)當(dāng)立
即向就近的檢驗(yàn)檢疫機(jī)構(gòu)報(bào)告。除緊急情況
外，未經(jīng)檢驗(yàn)檢疫機(jī)構(gòu)許可，任何人不準(zhǔn)上下
航空器，不準(zhǔn)裝卸行李、貨物、郵包等物品。
5.3 When a foreign aircraft, for reasons beyond control, is
forced to land elsewhere than at a frontier port in the People's
Republic of China, the pilot-in-command or his agent shall report
immediately to the nearest frontier health and quarantine authority.
Except in emergency, no person is allowed to embark on or
disembark off aircraft, and no luggage, goods and mails are
allowed to be loaded or unloaded without the permission of the
frontier health and quarantine authority.
5.4 來自黃熱病疫區(qū)的航空器，卸貨應(yīng)當(dāng)
在滅蚊以后進(jìn)行，如果在滅蚊以前卸貨，應(yīng)當(dāng)
在檢驗(yàn)檢疫機(jī)構(gòu)監(jiān)督下進(jìn)行。
5.4 For aircraft coming from the yellow fever infected areas,
goods shall not be unloaded before disinfection has been conducted
unless the unloading is under supervision by the inspection and
quarantine authority.
5.5 受入境檢疫的航空器，如果在飛行中
發(fā)現(xiàn)檢疫傳染病，疑似檢疫傳染病，或者有人
非因意外傷害而死亡并死因不明時(shí)，機(jī)長應(yīng)當(dāng)
立即通知到達(dá)機(jī)場的航空站，向檢驗(yàn)檢疫機(jī)構(gòu)
報(bào)告。
5.5 If a case of a quarantinable disease or a suspected
quarantinable disease or a person died of an unidentified cause
other than an accident on board the aircraft, which is subject to
entry quarantine, is discovered during the flight, the pilot-incommand
of the aircraft shall immediately report through the
airport of arrival to the inspection and quarantine authority.
5.6 接受入境檢疫的航空器有下列情形之
一的，應(yīng)當(dāng)實(shí)施消毒、除鼠、除蟲或者其他衛(wèi)
生處理：
1) 來自檢疫傳染病疫區(qū)的；
5.6 Any aircraft subject to entry quarantine inspection shall
be disinfected, exterminate of rats, treated with insecticides or
given other sanitation measures when found to be in any of the
following conditions:
1) Coming from a quarantinable epidemic infected area;

2) 被檢疫傳染病污染的；
3) 發(fā)現(xiàn)有與人類健康有關(guān)的嚙齒動(dòng)物或者病
媒昆蟲的。
如果外國航空器的負(fù)責(zé)人拒絕接受衛(wèi)生
處理，除有特殊情況外，準(zhǔn)許該航空器在檢驗(yàn)
檢疫機(jī)構(gòu)的監(jiān)督下，立即離開中華人民共和國
國境。
2) Being contaminated by a quarantinable infectious disease; or
3) Revealing the presence of rodents which affect human health
or insects which are carriers of disease.
Apart from exceptional cases, when the person in charge of the
foreign aircraft refuses to allow sanitation measures to be taken, the
conveyance shall be allowed to leave the frontier of the People’s
