4.8 入境人員個人攜帶的可能傳播傳染病
的行李和物品，應當接受檢驗檢疫機構的檢
疫。檢驗檢疫機構對來自傳染病疫區或者被傳
染病污染的各種食品、飲料、水產品等應當實
施衛生處理或者銷毀。
4.8 Luggage and other articles carried by persons on entry
that may spread epidemic diseases shall be subject to quarantine
inspection by inspection and quarantine authority. The inspection
and quarantine authority shall exercise sanitization or destruction to
the foods, drinks and aquatic products that come from the
pestilence area or have been contaminated with epidemic diseases.
4.9 攜帶食品、來自疫區的動物源性化妝
品進境的，攜帶人必須在入境時向檢驗檢疫機
構申報并接受檢疫。未經檢疫的，不得攜帶入
境。
4.9 Carriage into China of foodstuffs and cosmetics derived
from animal products from epidemic infested areas shall be
declared to the inspection and quarantine authority and shall be
subject to quarantine inspection. Un-quarantined foodstuffs and
cosmetics shall be denied entry into China.
4.10 禁止攜帶中國政府公布的禁止攜帶入
境的食品、化妝品入境。

prohibited products by Chinese government shall be denied entry
into China.

1. 貨物和其它物品的海關要求
1. Customs requirements concerning cargo and other
articles
1.1 外國民用航空器所載貨物、行李和郵
件在進出中華人民共和國領域時和在中華人民
共和國領域內，必須遵守中華人民共和國一切
有關法律、法規和規章。
1.1 When entering/leaving or staying in the territory of the
People's Republic of China, cargoes, luggage and mail carried by a
foreign civil aircraft shall observe all the relevant laws, rules and
regulations of the People's Republic of China.
1.2 進出口貨物應當接受海關監管。 有關
申報單證，連同所附其它單據（發票、空運單
等）一并提交有關海關。只有報關行或其它經
海關批準的單位才有權利向海關作出此項申
報。
1.2 Inward and outward bound cargoes shall be subject to the
Customs control. And relevant declaration papers shall be lodged
with the competent Customs agency, together with supporting
documents (invoice, airway bill, etc.). Only Customs brokers or
other agents authorized by the Customs can make such declaration.
1.3 進口貨物的申報應當自運輸工具申報
進境之日起14 天內作出，出口貨物的申報則
應當在貨物運抵海關監管區后、裝貨的24 小
時以前作出。進口貨物的申報日期超出規定期
限的，由海關征收滯報金。
1.3 Declaration of import goods shall be made within 14 days
since the day when the aircraft is declared to arrive. And
declaration of export goods shall be made upon arrival of the goods
at Customs surveillance zone, 24 hours prior to loading. Failing to
make such declaration for the import goods within the time limit, a
fee for delay shall be imposed.
1.4 作為一項便利的措施，一種依托科技
監管手段而制定的簡化的海關轉關貨物制度業
已出臺。根據該制度規定，準關貨物可以從境
內某一設關地點無阻礙地轉運至另一設關地
點，有關數據通過電子交換渠道傳送。
1.4 A simplified Customs transit procedure based solely on
online control has been introduced. Under such procedure, transit
goods can be moved from one Customs agency to another in the
territory without impediment. The relevant data will be transmitted
electronically.
1.5 出口貨物可享受出口退還增值稅政
策。
1.5 Goods to be exported may enjoy exemption from value
added tax (VAT).
1.6 不換裝運輸工具直接運往境外的貨
物，無須向海關提供有關單證。
1.6 No documents are required with regard to goods under
transportation by the same carrier to a destination out of the
territory.

2.1.1 國家禁止下列物品入境：
1) 動植物病原體（包括菌種、毒種等）、害
蟲及其他有害生物；
2) 動植物疫情流行的國家和地區的有關動植
物、動植物產品和其他檢疫物；
3) 動物尸體；
4) 土壤。
因科學研究等特殊需要引進上述禁止入境
物的，必須事先提出申請，經國家質檢總局批
準。
2.1.1 The State prohibits the following objects from entering
the country:
1) Pathogenic microorganisms (including seed cultures of bacteria
and viruses) of animals and plants, insect pests and other
harmful organisms;
2) Relevant animals and plants, their products and other
