agent shall, according to the requirements of the quarantine and
inspection authority at the port of entry, adopt hermetically-sealed
measures; if the hermetically-sealed measures are impossible, no
transit clearance through the territory shall be permitted. In case
any contamination, disease, insect pest or harmful organism is
discovered, the containers shall be subjected to a treatment of
disinfection and disinfestations or denial of transit.

1. 總則
1. General
在中華人民共和國(guó)境內(nèi)從事商業(yè)運(yùn)輸?shù)?br /> 民用航空器，必須遵守國(guó)際民用航空公約附
件6 ¾ 航空器運(yùn)行，第一部分：國(guó)際商業(yè)航
空運(yùn)輸 ¾ 飛機(jī)，第六章（飛機(jī)儀表、設(shè)備和
飛行文件）和第七章（飛機(jī)通信和導(dǎo)航設(shè)
備）的有關(guān)規(guī)定。
Civil aircraft engaged in commercial air transport in the territory of
the People’s Republic of China shall adhere to the provisions
specified in ICAO Annex 6－Operation of Aircraft, Part IInternational
Commercial Air Transport －Aeroplanes, Chapter 6
(Aeroplane Instruments, Equipment and Flight Documents) and
Chapter 7 (Aeroplane Communication and Navigation Equipment).
2. 機(jī)載特殊設(shè)備

除了上面所提到的機(jī)載設(shè)備以外，在中
華人民共和國(guó)境內(nèi)從事商業(yè)運(yùn)輸?shù)拿裼煤娇?br /> 器，應(yīng)按如下要求配置相應(yīng)的機(jī)載設(shè)備并攜
帶相關(guān)文件，所配置的機(jī)載設(shè)備應(yīng)符合相關(guān)
技術(shù)標(biāo)準(zhǔn)或國(guó)際民用航空組織相關(guān)附件的內(nèi)
容要求。
In addition to the above-mentioned airborne equipment, civil
aircraft engaged in commercial air transport in the territory of the
People’s Republic of China shall be equipped with the relevant
equipment and carry relevant documents in compliance with the
following requirements. The equipment carried aboard the aircraft
shall be in accordance with the relevant technical standards or the
requirements of relevant ICAO Annexes.
2.1 氣壓高度報(bào)告應(yīng)答機(jī)
按照國(guó)際民用航空公約附件6 的有關(guān)規(guī)
定，為保證飛行安全及提高以二次監(jiān)視雷達(dá)
導(dǎo)航信息為基礎(chǔ)的空中交通服務(wù)的效率，所
有在中華人民共和國(guó)空域內(nèi)飛行的航空器，
應(yīng)當(dāng)裝備氣壓高度報(bào)告應(yīng)答機(jī)，并按國(guó)際民
用航空公約附件10 第四卷的相關(guān)規(guī)定使用。
2.1 Pressure-altitude reporting transponder
In compliance with the relevant provisions of ICAO Annex 6, and
in order to ensure flying safety and to improve the effectiveness of
ATS on the basis of SSR data, all aircraft flying in China's airspace
shall be equipped with a pressure-altitude reporting transponder
which operates in accordance with the relevant provisions of ICAO
Annex 10, Volume Ⅳ.
2.2 航空器必須遵守機(jī)載防撞系統(tǒng)（ACAS
II）的強(qiáng)制安裝及運(yùn)行要求,詳細(xì)內(nèi)容如下：
2.2 All aircraft shall adhere to the requirements on mandatory
carriage and operation of airborne collision avoidance system
(ACAS II) with details as follows:
2.2.1 為履行國(guó)際民用航空公約附件6 中的
有關(guān)規(guī)定，禁止無機(jī)載防撞系統(tǒng)(ACAS II)，
最大起飛重量超過15 000 千克或批準(zhǔn)旅客座
位數(shù)量超過30 座的民用固定翼渦輪發(fā)動(dòng)機(jī)的
航空器在我國(guó)境內(nèi)飛行。
2.2.1 To fulfill the provisions specified in the Annex 6 to ICAO
Convention, all non-ACAS II equipped aircraft with a maximum
certificated take-off mass in excess of 15 000kg or turboprop fixedwing
aircraft with authorized passenger seating capacity of more
than 30 passengers shall not operate in the territory of the People’s
Republic of China.

2.2.2 從2004 年1 月1 日起，對(duì)所有最大起
飛重量超過5 700 千克或批準(zhǔn)的旅客座位數(shù)量
超過19 座的民用固定翼渦輪發(fā)動(dòng)機(jī)的航空
器，如果沒有按照要求裝備機(jī)載防撞系統(tǒng)
(ACAS II)，也將對(duì)其實(shí)施飛行限制措施。
2.2.2 With effect from 1 January 2004, CAAC will also impose
flight restrictions on all aircraft with a maximum certificated takeoff
mass in excess of 5 700kg or turboprop fixed-wing aircraft with
authorized seating capacity of more than 19 passengers if these
aircraft are not equipped with certified ACAS II according to the
specified requirements.
2.2.3 航空器裝備的機(jī)載防撞系統(tǒng)在空中或
地面因臨時(shí)故障不能正常工作時(shí)，航空器駕
駛員應(yīng)當(dāng)及時(shí)向空中交通管制部門報(bào)告。
2.2.3 In case of temporary failure of ACAS II either in flight
or on the ground, the pilot shall duly report the problem to the air
traffic control unit concerned.
2.2.4 對(duì)已安裝機(jī)載防撞系統(tǒng)的航空器，各
航空公司及其代理人應(yīng)當(dāng)在飛行計(jì)劃報(bào)第18
項(xiàng)附注中注明：“ACAS”，表明該航空器已
安裝機(jī)載防撞系統(tǒng)(ACAS II)。
