4.1 國(guó)家航空器和專機(jī)
4.1 State aircraft and special flight
4.1.1 國(guó)家、政府領(lǐng)導(dǎo)人和其他要員專機(jī), 國(guó)
家、軍用航空器及特殊飛行的申請(qǐng)應(yīng)至少提前
7 個(gè)工作日通過(guò)外交途徑向中華人民共和國(guó)外
交部提交。
4.1.1 The application for a special flight of head of State, head
of government or any other VIP, state aircraft, military aircraft or
other special flight shall be submitted no less than 7 workdays prior
to the operation through diplomatic channel to the Ministry of
Foreign Affairs of the People’s Republic of China.
4.1.2 需要資料 4.1.2 Document requirements
1) 航空器 1) Aircraft
a. 航空器所有人和經(jīng)營(yíng)人及其國(guó)籍，地址；
b. 機(jī)型；
c. 航空器國(guó)籍和注冊(cè)標(biāo)志；
d. 無(wú)線電話用呼號(hào)；
e. 航空器屬性。

a. 航空器起飛、到達(dá)地點(diǎn)、日期、時(shí)刻（協(xié)
調(diào)世界時(shí)）；
b. 進(jìn)、出國(guó)境點(diǎn)及中國(guó)境內(nèi)的詳細(xì)航路。

the People’s Republic of China.

長(zhǎng)的最低天氣標(biāo)準(zhǔn)。

weather minima of the pilot-in-command.
5) 航空器上載運(yùn)的旅客名單、國(guó)籍和/或貨
物。

board the aircraft.

4.2 定期航班飛越
4.2 Overflight of a scheduled flight
4.2.1 定期航班飛越我國(guó)領(lǐng)空應(yīng)至少提前30
個(gè)工作日向中國(guó)民用航空總局（航空固定服務(wù)
/SITA 地址: ZBBBZGZX/BJSZGCA）申請(qǐng)，
如首次開通飛越中華人民共和國(guó)領(lǐng)空的正班飛
行及在中華人民共和國(guó)境內(nèi)航路改變應(yīng)至少提
前60 個(gè)工作日申請(qǐng)。
4.2.1 The application for a scheduled flight overflying the
territory of the People’s Republic of China shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) for approval
at least 30 workdays in advance, or 60 workdays in advance if it is
an inaugural service for a regular flight overflying the territory of
the People’s Republic of China or if there is a change in the routing
within the territory of the People’s Republic of China.

4.2.2 Document requirements
1) 航空器所有人和經(jīng)營(yíng)人及其國(guó)籍，地址；
2) 航班號(hào)，機(jī)型，班期，航空器起飛、到達(dá)
地點(diǎn)及時(shí)刻（協(xié)調(diào)世界時(shí)）；
3) 進(jìn)、出國(guó)境點(diǎn)/時(shí)間及中國(guó)境內(nèi)的詳細(xì)航
路；
4) 起止日期；
5) 飛行目的；
6) 收費(fèi)地址及其他內(nèi)容。

nationality, addresses;
2) Flight number, type of aircraft, schedule, departure/arrival
aerodrome, date, and time (UTC);
3) Date and time (UTC) of overflying the entry /exit points and
routes in detail within the territory of the People’s Republic of
China;
4) Effective periods;
5) purpose of flight;
6) Billing address and other information.
4.3 不定期和私人飛越飛行
4.3 Overflight of a non-scheduled and private flight
4.3.1 外國(guó)民用航空器的不定期或私人飛越
飛行應(yīng)至少提前7 個(gè)工作日向中國(guó)民用航空總
局(航空固定服務(wù)/ SITA 地址: ZBBBZGZX/
BJSZGCA) 申請(qǐng)；如該航空器屬熱氣球、動(dòng)力
傘、滑翔機(jī)、飛艇等可控性差的航空器，其飛
行申請(qǐng)應(yīng)提前30 個(gè)工作日通過(guò)外交途徑向中
華人民共和國(guó)外交部提交。
4.3.1 The application for a foreign civil aircraft to operate nonscheduled
or private overflight operation shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) no less than
7 workdays prior to the operation; and if the said aircraft has poor
maneuverability, such as hot-air balloon, powered-umbrella, glider,
airship, etc, the application shall be submitted to the Ministry of
Foreign Affairs of the People’s Republic of China through
diplomatic channel no less than 30 workdays prior to the operation.
4.3.2 需要資料

同GEN 1.2 第4.1.2 款。 Same as subsection GEN 1.2, item 4.1.2.
注：如該航空器屬可控性差的航空器應(yīng)提供其
性能、設(shè)備。
Note: Performance and equipment of the aircraft are required to
advise together with the application if it has poor
maneuverability.
