航空器前往境外的旅客，可不向海關(guān)申報(bào)，但

2.1.1.1 入、出中國(guó)國(guó)境的乘客和機(jī)組人員，
必須向邊防檢查站交驗(yàn)本人有效的國(guó)際旅行證
件或者兩國(guó)政府有關(guān)協(xié)議規(guī)定的證件。
2.1.1.1 All passengers and aircrew entering or leaving China
shall present themselves with their valid international travel
documents or certificates authorized by the bilateral agreements.
2.1.1.2 除按雙邊協(xié)議執(zhí)行和另有規(guī)定的以
外，外國(guó)籍人員應(yīng)當(dāng)在來(lái)華前辦理好中國(guó)的入
境簽證。如有特殊情況，也可在口岸簽證部門

2.1.1.2 Aliens shall hold the entry visa of China before entering
unless bilateral agreements or other regulations stipulate otherwise.
Visas can also be issued by the visa agency of the airport for

旅游簽證和卡式旅行證件的以外，應(yīng)分別填寫
《入境登記卡》和《出境登記卡》，并連同國(guó)
際旅行證件一起向邊防檢查站交驗(yàn)。
2.1.1.6 Except tourist group-visa or travel document (card style)
holders, passengers are required to produce completed Entry and
Departure Card when entering or leaving China, which shall be
presented together with international travel documents to frontier
inspection station for examination.

1) 未持有效國(guó)際旅行證件的人員；
2) 持用無(wú)效國(guó)際旅行證件的人員；
3) 持用他人的國(guó)際旅行證件的人員；
4) 持用偽造或者涂改的國(guó)際旅行證件的人
員；
5) 拒絕接受邊防檢查的人員；
6) 未在限定口岸通行的人員；
7) 中國(guó)政府公安、國(guó)家安全部門不準(zhǔn)入境、
出境的人員；
8) 根據(jù)中國(guó)法律、行政法規(guī)不準(zhǔn)入境、出境
的人員。
2.1.1.7 The following persons shall not be allowed to enter or
exit China:
1) A person failing to hold valid international travel document;
2) A person holding invalid international travel document;
3) A person holding international travel document other than his
own;
4) A person holding a forged or altered international travel
document;
5) A person refusing to accept frontier inspection;
6) A person failing to pass through the airports as designated;
7) A person being forbidden to leave or enter China under the
notice of the public security department or the state security
department;
8) A person being forbidden to leave or enter China in
accordance with Chinese laws and administrative regulations.

帶、載運(yùn)中國(guó)法律、行政法規(guī)規(guī)定的危害國(guó)家
安全和社會(huì)秩序的違禁物品。

national security and public order as prescribed by laws and
administrative regulations.

2.1.2 過(guò)境的要求
2.1.2 Requirements of transit
過(guò)境的外國(guó)人必須持有有效的國(guó)際旅行
證件。持聯(lián)程機(jī)票直接過(guò)境，在中國(guó)境內(nèi)停留
不超過(guò)24 小時(shí)且不出機(jī)場(chǎng)的，不需要辦理簽
證。
需要臨時(shí)離開機(jī)場(chǎng)的，需經(jīng)過(guò)邊防檢查
站批準(zhǔn)。
Aliens in transit are required to hold valid international travel
documents. Visas are not required for those aliens who are making
direct transit with their on-line tickets for a stay in China for not
more than 24 hours within the airport.
