1.2 Unless indicated otherwise, the altitude reference
surface shall be 1013.2 Hectopascals (standard atmospheric
pressure).
2. Scope of the airspace
The lateral limits of the Oceanic Low-level Airspace in the Sanya
AOR is delineated by connecting the following geographical
coordinates: N1930 E11130; N1823 E11230; N1640 E11400;
N1430 E11400; N1430 E11200; N1600 E1101734; N1740
E10826; N1740 E10940; N1930 E11130. The vertical limits is
13,000 feet (4 000 meters) and below except for restricted areas
and danger areas.
3. Flight rules
3.1 The cruising level of aircraft operating in the Oceanic
Low-level Airspace in the Sanya AOR under instrument flight
rules (IFR) shall be allotted according to instrument flight rules
specified in Annex 2 to the Convention on International Civil
Aviation.

3.2 三亞責任區海洋低空空域內按目視飛
行規則（VFR）飛行的航空器，其巡航高度
層應當按照國際民用航空公約附件二規定的
目視飛行規則的巡航高度層配備。
3.3 在三亞責任區海洋低空空域內，航空
器按目視飛行規則飛行，應當遵守下列規定：
3.3.1 在平均海平面高度3 050 米（10 000
英尺）或以上飛行時，航空器離云的水平距
離不小于1 500 米，垂直距離不小于300 米（1
000 英尺），能見度不小于8 千米。
3.3.2 在平均海平面高度3 050 米（10 000
英尺）以下飛行時，航空器離云的水平距離
不小于1 500 米，垂直距離不小于300 米
（1 000 英尺），能見度不小于5 千米。
3.3.3 當航空器在平均海平面高度900 米
（3 000 英尺）及以下時，應保持在云外且能
見海面或地面飛行，能見度應當不小于5 千
米。
3.3.4 當航空器在平均海平面高度900 米
（3 000 英尺）及以下，保持在云外飛行，且
指示空速（IAS）不大于140 海里/小時（250
千米/小時），能保證航空器駕駛員有足夠的時
間觀察并避讓其他的航空器或者障礙物時，
能見度應當不小于1 500 米。
3.3.5 當直升機在平均海平面高度900 米
（3 000 英尺）及以下，并保持在云外飛行，
且飛行速度能保證航空器駕駛員有足夠的時
間觀察并避讓其他的航空器或者障礙物時，
允許能見度小于1 500 米。
3.4 航空器在平均海平面高度3 050 米
（10 000 英尺）以下飛行時，其速度限制為
指示空速（ IAS）不得大于250 海里/小時（463
千米/小時）。
3.2 The cruising level of aircraft operating in the Oceanic
Low-level Airspace in the Sanya AOR under visual flight rules
(VFR) shall be allotted according to visual flight rules specified
in Annex 2 to the Convention on International Civil Aviation.
3.3 Aircraft operating in the Oceanic Low-level Airspace in
the Sanya AOR under VFR shall comply with the following
provisions:
3.3.1 Aircraft, when operating at or above 3 050m (10 000ft)
(AMSL), shall keep a distance from the cloud not less than
1 500m horizontally and 300m (1 000ft) vertically, and the
visibility shall not be less than 8km.
3.3.2 Aircraft, when operating below 3 050m (10 000ft)
(AMSL), shall keep a distance from the cloud not less than
1 500m horizontally and 300m (1 000ft) vertically, and for which
the visibility shall not be less than 5km.
3.3.3 The flight visibility shall not be less than 5km for
aircraft that are operating at or below 900m (3 000ft) (AMSL)
meanwhile keeping clear of clouds and in visual contact of the
sea surface or ground surface.
3.3.4 The flight visibility shall not be less than 1 500m for aircraft
that are operating at or below 900m (3 000ft) (AMSL) meanwhile
keeping clear of clouds and at an indicated airspeed (IAS) of not
more than 140kt (250km/h) with sufficient time ensured for the
pilot to observe and avoid other aircraft or obstacles.
3.3.5 The flight visibility may be less than 1 500m for
helicopters that are operating at or below 900m (3 000ft) (AMSL)
meanwhile keeping clear of clouds and the flying speed of which
can ensure that the pilot has sufficient time to observe and avoid
other aircraft or obstacles.
3.4 Aircraft operating below 3 050m (10 000ft) (AMSL)
shall not fly at an indicated airspeed (IAS) of more than 250kt
(463km/h).

3.5 按照儀表飛行規則（IFR）飛行的航空
器在三亞責任區海洋低空空域內飛行時，應
當與三亞管制中心建立持續的雙向通信聯
系。在海洋低空空域內按照目視飛行規則
（VFR）飛行的航空器，應當守聽三亞區域
管制中心指定的頻率，并在需要時與三亞區
域管制中心建立通信聯系。
4. 運行管理
4.1 三亞區域管制中心對在三亞責任區海
洋低空空域內飛行的航空器不提供空中交通
管制服務，即不配備管制間隔及發布空中交
通管制許可。如航空器駕駛員需要，可以向
三亞區域管制中心申請，以獲得有關飛行情
報服務和告警服務。
4.2 在三亞責任區海洋低空空域內按照儀
表飛行規則（IFR）飛行的航空器，應當在預
計起飛時間1 小時前，向三亞區域管制中心
提交飛行計劃。
4.3 進出三亞責任區海洋低空空域的航空
