allowed until sanitary inspection proves satisfactory and an entry or
exit permit is given. Failing to meet the hygiene requirements,
sanitization thereof by the inspection and quarantine authority is
required. Only with the permission by the inspection and
quarantine authority can it be shipped in or out. The corpse of
anyone who died from a quarantinable epidemic disease cannot be
moved and shall be cremated at a nearby place.
3.6 過境貨物如果不在境內(nèi)換裝，除發(fā)生
在流行病學(xué)上有重要意義的事件需要實(shí)施衛(wèi)生
處理外，一般情況下不實(shí)施衛(wèi)生處理。
3.6 Goods that are shipped from abroad and are only passing
through the People's Republic of China, shall, if there is no
transshipment, be exempted from sanitization except in cases
where events of epidemiological significance have taken place.

4.1 進(jìn)口食品衛(wèi)生要求
4.1 The hygiene requirements for imported foods
進(jìn)口的食品，食品添加劑，食品容器、包
裝材料和食品用工具及設(shè)備，必須符合國家衛(wèi)
生標(biāo)準(zhǔn)和衛(wèi)生管理辦法的規(guī)定。進(jìn)口單位或代
理進(jìn)口單位在申報(bào)檢驗(yàn)時(shí)，應(yīng)當(dāng)提供輸出國
（地區(qū)）所使用的農(nóng)藥、添加劑、熏蒸劑等有
關(guān)資料和衛(wèi)生檢驗(yàn)報(bào)告或證書。尚無國家衛(wèi)生
標(biāo)準(zhǔn)的，進(jìn)口單位必須提供輸出國（地區(qū)）的
衛(wèi)生部門或者組織出具的衛(wèi)生評(píng)價(jià)資料，經(jīng)口
岸進(jìn)口食品衛(wèi)生監(jiān)督檢驗(yàn)機(jī)構(gòu)審查檢驗(yàn)并報(bào)國
務(wù)院衛(wèi)生行政部門批準(zhǔn)，方可受理。
Imported foods, food additives, receptacles, packaging materials,
utensils and equipment used for food shall conform to national
hygiene standards and hygiene control regulations. When applying
for quarantine inspection to the inspection and quarantine authority,
the importers or their agents shall submit relevant data on
pesticides, additives, fumigants and hygiene inspection reports or
certificates of the exporting country or region. In the absence of the
national hygiene standards for such imports, the importer shall
provide data on hygiene evaluation prepared by the health authority
or agency of the exporting country or region to the frontier
agencies for hygiene supervision and inspection. At the same time
the data shall also be reported for approval to the administrative
department of public health under the State Council.
4.2 進(jìn)口化妝品衛(wèi)生要求
4.2 The hygiene requirements for imported cosmetics
進(jìn)口化妝品及其原料，必須符合國家標(biāo)準(zhǔn)
和有關(guān)法律法規(guī)。進(jìn)口單位或代理進(jìn)口單位在
申報(bào)檢驗(yàn)時(shí)，應(yīng)提供衛(wèi)生部進(jìn)口許可批件、輸
出國（地區(qū)）的檢驗(yàn)報(bào)告或證書。（尚無衛(wèi)生
部進(jìn)口許可批件的，不予受理。）
Imported cosmetics and their raw materials shall conform to the
national standards and relevant laws and regulations. When
applying for inspection, the importer or his/her agent shall submit
import approval documents signed by the Ministry of Health and
inspection reports and certificates of exporting country or region
(Import formalities will not be processed in absence of import
approval documents issued by the Ministry of Health).
5. 集裝箱的檢驗(yàn)檢疫要求 5. Quarantine and Inspection Requirements for
Containers
5.1 集裝箱入出境前或入出境時(shí)或過境
時(shí)，承運(yùn)人、貨主或其代理人必須向檢驗(yàn)檢疫
機(jī)構(gòu)報(bào)檢。檢驗(yàn)檢疫機(jī)構(gòu)按照有關(guān)規(guī)定對(duì)報(bào)檢
集裝箱實(shí)施檢驗(yàn)檢疫。未經(jīng)檢驗(yàn)檢疫機(jī)構(gòu)許
可，不得裝運(yùn)或提運(yùn)或拆箱。
過境應(yīng)檢集裝箱，由進(jìn)境口岸檢驗(yàn)檢疫機(jī)
構(gòu)實(shí)施查驗(yàn)，離境口岸檢驗(yàn)檢疫機(jī)構(gòu)不再檢驗(yàn)
檢疫。
5.1 The carrier, owner or his/her agent shall apply to the
inspection and quarantine authority for quarantine and inspection
over the containers before or on their entry/exit or on their transit.
The inspection and quarantine authority shall conduct quarantine
and inspection over containers in accordance with relevant
provisions. No clearance shall be granted to the loading and
shipment, delivery or unloading without the approval of the
inspection and quarantine authority.
Transit containers subject to quarantine and inspection, shall be

checked and examined by the inspection and quarantine authority
at the port of the entry. No further quarantine and inspection is
required by the inspection and quarantine authority at the port of
exit.
5.2 入境集裝箱應(yīng)按有關(guān)規(guī)定實(shí)施下列檢
驗(yàn)檢疫：
1) 所有入境集裝箱應(yīng)實(shí)施衛(wèi)生檢疫；
2) 來自動(dòng)植物疫區(qū)的，裝載動(dòng)植物、動(dòng)植物
產(chǎn)品和其他檢驗(yàn)檢疫物的，以及箱內(nèi)帶有
植物性包裝物或輔墊材料的集裝箱，應(yīng)實(shí)
施動(dòng)植物檢疫；
3) 法律、行政法規(guī)、國際條約規(guī)定或者貿(mào)易
合同約定的其他應(yīng)當(dāng)實(shí)施檢驗(yàn)檢疫的集裝
箱，按有關(guān)規(guī)定、約定實(shí)施檢驗(yàn)檢疫。
